The James Rowland Crime Victim Assistance Center (CVAC) is part of the Probation Department serving over 7,000 crime victims and witnesses annually. CVAC provides direct services and referrals to victims and witnesses of crime.

CalVCB

California Victim Compensation Board (CalVCB)

You may be eligible for financial assistance if you:

  • Were injured as the result of a crime
  • Have crime-related medical, mental health, &/or funeral/burial expenses
  • Are financially dependent upon, or are the primary caretaker of, the victim of a qualifying crime
  • Are a family member of a victim and are in need of services as a result of the crime
  • Are a child residing in a home where domestic violence occurs
  • Are a "Good Samaritan" who was injured or suffered a financial loss while assisting a victim during a crime
  • Are a witness to a crime, under 18 years old, and not related to the victim

FAQ

How can I get services?

Call the main office at 559-600-2822. In order to connect you with the appropriate services, you will need to provide your name &/or the name of the victim, Date of Birth, Crime Type (Assault, Sexual Assault, Domestic Violence, etc.), & the Law Enforcement report number (if available).

OR

Walk into any of our 3 offices located at:

  • Main Office serving victims of all crimes – 2220 Tulare St, Suite 1111, Fresno, CA 92721
  • Serving Seniors (65 yrs. or older) and Dependent Adults – 250 W. Pontiac Wy. Clovis, CA 93612.
  • Serving Victims of Juvenile Offenders - 3333 East American Avenue, Suite A, Fresno, CA 93725.

Business Hours (all sites): Monday – Friday 8:00 – 12:00 and 1:00 – 5:00

It is best to call and make an appointment; HOWEVER, an appointment is not required to receive immediate assistance. The Advocate will need to know the type of crime, the Law Enforcement Agency who handled the case and the report number if possible.

Is there a Cost for services?

All services are FREE

 

Are there services for crime victims and their family right after the crime is committed?

YES, services can be provided:

  • During the criminal investigation
  • During the trial
  • After the trial is over

 

Are there services for crime victims and their family if the perpetrator is never found or arrested?

YES, services are available to the victim and family

 

Are there services for crime victims and their family during the court process?

YES, Victim-Witness Advocates can:

  • Provide Case Status (next court date, outcome of hearings, etc.)
  • Explain the court process
  • Explain the outcome of a specific hearing
  • Look up the next hearing date
  • Connect victims with the District Attorney in charge of the case
  • Provide court support
  • Help prepare & submit restitution requests.
  • Assist with preparation and presentation (written or oral) of a Victim Impact Statement

 

Are there services for Witnesses?

YES, Victim-Witness Advocates can assist Prosecution Witnesses by:

  • Explaining the court process
  • Looking up the next hearing date
  • Connecting witnesses with the District Attorney in charge of the case if needed
  • Providing Court Support when a Witness is required to be present

 

Who do I contact if I am a witness and need assistance?

Contact a Victim Advocate by phone or come into the office (see above). An appointment is preferred; however, you can walk in any time during business hours.

 

Is there financial assistance available?

YES, Financial assistance may be available for Victims of violent crimes &/or their families through the California Victim Compensation Board Program.

Reimbursement categories include:

  • Medical and Dental
  • Counseling
  • Support loss and wage loss
  • Relocation
  • Funeral and Burial expenses

 

How do I refer someone for services?
  • Give the victim and/or family member the Center’s phone number and address and encourage them to call or go to the Center
  • Bring the victim and/or family member to the office.

 

Is there assistance for crime victims who don't speak English?

YES, but it is ALWAYS BEST to bring an interpreter.

If the crime occurred in another county am I eligible for assistance?

YES, assistance for Victims and their families are state-wide and Advocates work with all 58 counties. Further connections can also be made nation-wide, with other crime victim assistance centers. The important thing is to call for assistance and have the basic information available: where the crime happened, when it happened and the police department who handled the crime and the report number.
