The California Children’s Services (CCS) program is a statewide program that pays for treatment, equipment, and rehabilitation services to qualified clients up to the age of 21. The program also provides case management, medical evaluation, and information about community resources. The program is managed by the California Department of Health Care Services (DHCS) and is administered by the local county health departments.

Eligibility Requirements:

All 4 requirements below must be met in order to qualify for CCS benefits:

  • Be under the age of 21
  • Have a CCS eligible medical condition
  • Is a current resident of Fresno County
  • Have a family income less than $40,000 a year (State Adjusted Gross income) or a year’s worth of out-of-pocket expenses expected to exceed 20% of income for the eligible child.

Income is not a factor if a child:

  • Needs diagnostic services to confirm a CCS medical condition
  • Was adopted with a known CCS medical condition
  • Is applying only for services through the Medical Therapy Program
  • Has Medi-Cal full scope with no share of cost

Program Referral:

Referrals can be submitted by any agency involved with the child's care including physicians, hospitals, nurses, school districts, Regional Center, or the client or family directly. Most children are referred by their family doctor or specialist who will supply important medical information necessary in determining CCS medical eligibility.

Interpreters

Interpreters are available in most languages. Please let CCS know if you need an interpreter during phone calls, admitting interviews, Medical Therapy Conferences, or other visits.

Diagnostic Evaluations

Children suspected of having a CCS eligible medical condition are eligible for free diagnostic services. Financial eligibility does not need to be met.

Treatment Services

Treatment services that can be paid for upon approval include:

  • Radiology
  • Appliances
  • Durable Medical Equipment
  • Audiology
  • Organ Transplants
  • Other Medically Necessary Services

Case Management

The CCS program provides medical case management, which includes:

  • Determination of medical and program eligibility
  • Authorization of medically necessary services
  • Referral to medical specialists and treatment centers
  • Coordination with other agencies involved with care of the child, such as:
    • Schools
    • Public Health/School Nurses
    • Social Workers

Case management also includes assisting families with establishing CCS services when they move to a new county. Psychosocial needs, such as assisting the family and/or child to cope with the child’s medical condition, may be addressed.

Medical Therapy Program (MTP)

Physical and occupational therapy is provided for eligible children at Medical Therapy Units (MTU) located in local schools. There are three locations in Fresno County:

Transition Planning

CCS helps with transitioning your child to the next stage of development by discussing and identifying goals. The first transition planning session should be held at the age of 3. Biannual transition planning will follow at ages 14, 16, 18, and 20.

It is crucial to take part in transition planning at ages 18 and 20 as your child will no longer receive CCS services after the age of 21. Transition planning will help you prepare for the future after transitioning out of the program.
