Aboveground Storage Tanks

The Aboveground Petroleum Storage Act (APSA) applies to owners and operators with a total storage capacity of 1,320 gallons or more of petroleum at a facility. Petroleum stored in aboveground tanks, containers, and equipment 55 gallons or greater is subject to this law.

The main purpose of the APSA inspection program is to verify tank facilities have prepared and are implementing a Federal Spill Prevention, Control and Countermeasure (SPCC) Plan. The purpose of the APSA Program is to protect public health, the surface water and groundwater from potential contamination or adverse effects associated with unintended releases from the aboveground storage of petroleum-based hazardous materials and wastes.
