The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and the Request for Clarification Form (archived). 

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

How were the amounts of sludge and soil to be removed calculated? (RFC 53228 submitted 5/16/2023)

Volumes and weights were estimated using survey data and as-built plans. The amount of sludge was estimated. Response date: 05/25/2023

 


Does this wastewater system service all of Shaver Lake? (RFC 53229 submitted 5/16/2023)

This facility serves the majority of the Shaver Lake community. Response date: 05/25/2023

 


What percentage of the sludge will be solids? (RFC 53230 submitted 5/16/2023)

The solids percentage is unknown. Response date: 05/25/2023

 


When does the 60 day timeline begin? Once the water begins draining or once it is fully drained? (RFC 53231 submitted 5/16/2023)

Contractually the 60 day timeline begins with the initial Notice to Proceed and includes time for the traffic plan and water pollution control plan review and approval. The County can coordinate with Sludge Contractor to issue NTP once Shaver Lake Construction finishes draining the supernatant. Close coordination with the current contractor will be necessary, to begin sludge removal once submittals are approved. Response date: 05/25/2023

 


Are the surrounding elements (reeds and other greenery, concrete blocks) included in the definition of "sludge" to be removed? (RFC 53232 submitted 5/16/2023)

No, the erosion control blocks and tules or weeds will be removed by the current Pond 2 contractor, Shaver Lake Construction. Response date: 05/25/2023

 


Would it be possible, with your permission, for my company to do a quick drive in to see the site at 39360 Solitude Lane? It will be very vital to bid this project properly. (RFC 53240 submitted 5/19/2023)

39360 Solitude Ln is not the specific address for the site and was used for reference only at the optional pre-bid meeting. Additional access to the site will not be allowed. However, it is a public road up to the wastewater treatment ponds so it can be accessed at any time. The property has a perimeter chainlink fence and ponds can be seen from outside the fence. Response date: 05/25/2023

 


With 800k to process, are vacuum trucks not desired? I can ballpark those prices being higher and more time consuming than bringing in a mobile dewatering plant and using a belt press to separate the solids to haul off (at a 20% to 30% dry cake) to dispose of properly. Where is the disposal site? Could we work with the City of Fresno or any other county to haul it to their waste solids site from Shaver Lake? (RFC 53242 submitted 5/19/2023)

Contractor is responsible for securing a disposal site that is permitted and capable of accepting such waste. The City of Fresno facility may be able to accept some or all of the waste. Contractor shall coordinate with City of Fresno or any other site prior to bidding this project. Response date: 05/25/2023
