Applicator Licenses and Registrations

Introduction

The Department of Pesticide Regulation (DPR) Licensing and Certification Program is responsible for examining and licensing commercial applicators. These include qualified applicators, aircraft pilots, pest control dealer designated agents, and agricultural pest control advisers; and for certifying pesticide applicators who use or supervise the use of restricted pesticides. It also licenses businesses that sell or apply pesticides or use pest control methods/devices for hire (i.e., pest control businesses, maintenance gardener pest control businesses, pest control dealers, and pesticide brokers). QAL or QAC license holders that conduct fumigations MUST retest; there are NEW Soil Fumigation (Category L) and Non-Soil Fumigation (Category M) (includes commodity fumigations) examinations now available at DPR's computer-based testing centers. Registration Fees and Procedures

All pest control businesses, advisers, aircraft pilots, and farm labor contractors must register annually with our office before advertising, soliciting, or performing work in Fresno County.

All registrations expire each year on December 31.
We are now accepting registrations through email. We will contact you by phone to collect your credit card information.

First time registrants are required to register in person at the main office located at 1720 S Maple Avenue, Fresno, CA 93702.

Agricultural Pest Control Business

Fee: $50

Registration by email, mail, or in-person by Qualified Applicator Licensee responsible for supervising pest control activities of the business. Along with the correct fee, the following items are required:

Pest Control Adviser

Home county: $10
Additional counties: $5

Fresno County is now accepting registration by email if we are your Home County. Home County: Advisers are required to first register in person with their home county (the county where the address on the license is located). If the address on the license is not within California, then the home county registration is the county of the licensee’s choice. Must present a current PCA license.

Farm Labor Contractor

Fee: $25

Registration by email, or in-person is required. Must provide copy of current FLC license and complete form below.

Fieldworkers (Employees working in a treated field)

Pest Control Pilot

Home county: $10
Additional counties: $5

Registration can be by email, mail, or in person. Must bring current Apprentice or Journeyman Pilot Certificate. Apprentice Pilot must indicate name of Journeyman Pilot who is currently registered in Fresno County who will be supervising the Apprentice.

Additional County: Registration can be by email, mail, or in person. Must include a copy of Aircraft Pilot registration form imprinted with Pilot’s Certificate by another California county.

Maintenance Gardener Pest Control Business

Fee: $25

Registration can be by email, via mail or in-person by Qualified Applicator responsible for supervising pest control activities of the business. Along with the correct fee, the following items must be presented:

Structural Pest Control Business Branch 1

Fee: $25
Additions $10

Registration must be by email, or in-person by a responsible party working for the location. The responsible party can be the Operator, the Qualifying Manager, or the Branch Supervisor for the location(s) he/she is registering. One fee covers the business and all persons (operators, field representatives, and qualifying managers) identified on the registration form. After the initial registration, anytime during the year, if additional operators, field representatives, or qualifying managers are added to the registration, an amendment fee is required.

SPCB Branch 1 Registration Forms

Structural Pest Control Business Branch 2 and 3

Fee: $10

Registration can be by email, via mail, or in person by a responsible party working for the location. The responsible party can be the Operator, the Qualifying Manager or the Branch Supervisor for the location(s) he/she is registering. Companies that are both Branch 2 and Branch 3 can register the business as one entity, and the one fee covers both branches.


Continuing Education Class Requirements

The California Food and Agricultural Code and California Code of Regulations require continuing education (CE) for Private Applicator Certificate Holders, Agricultural Pest Control Advisers, Qualified Applicator Licensees, Qualified Applicator Certificate Holders, and Pest Control Aircraft Pilot Certificate Holders (both Journeyman and Apprentice) before license/certificate renewal. During each valid license or certificate period, each licensee/certificate holder is required to obtain a specific amount of CE hours based on the license/certificate type, with specific hours dedicated to laws and regulations.

The following license and certificate holders must obtain accredited CE instruction:

  • Private Applicator Certificate Holders 6 hours
  • Agricultural Pest Control Adviser Licensees 40 hours
  • Pest Control Aircraft Pilot Certificate Holders Journeyman and Apprentice Qualified Applicator Licensees, and Qualified Applicator Certificate Holders 20 hours.
