At least 72 hours prior to a meeting, the final agenda is posted at the entrance window of the Hall of Records, located in Downtown Fresno, and available online at fresnocounty.legistar.com.

Meeting materials and minutes can be found online at fresnocounty.legistar.com and are also available for in-person viewing during business hours at the Office of the Clerk of the Board of Supervisors at 2281 Tulare Street, Room 301, Fresno, California 93721.

During the meeting, the number of the item being heard is indicated on the Clerk's desk.

Regular meetings are typically conducted in the following order of business:

3. Approval of Agenda
4. Approval of Consent Agenda
   Items listed under the Consent Agenda concern matters which are routine in nature and usually approved by a single vote. Prior to action by the Board of Supervisors, Board members and the public will be given the opportunity to remove any item from the Consent Calendar.
5. Ceremonial Items*
   Presentations of retirement plaques, proclamations, resolutions, and certificates of recognition.
6. Consent Agenda items*
   Consent items which were removed by Board members or the public for discussion and separate vote.
7. Continuation of Open Session items*
8. Board Committee Reports & Comments
9. Board Appointments*
10. Public Presentations & Public Comments on Closed Session items*
    This portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda and within the Board’s jurisdiction. At this time, the Board will also hear public comments on the day’s Closed Session items.
11. County Counsel Reports from Previous Closed Sessions
    This portion of the meeting is reserved for County Counsel to report on Closed Session items from previous meetings.

Written Comment

1. To ensure written comments are associated with the correct items, submissions must include the specific meeting date and agenda item number.

3. Written comments must be received before the public comment period of an agenda item has closed to be included in the meeting record.

In-person Comment

1. If you would like to provide any documentation to the Board at the time of their comment, please prepare at least 10 copies for the Clerk, who will distribute to each Board member and staff, provide copies to the public, and to retain for the record.
2. The Board will open the public comment period for a particular item.
3. Line up at the podium.
4. Listen for any additional instructions, such as alterations to speaking times*.
5. When it is your turn to speak, hand documents to the Clerk (if any), then speak into the microphone and state your name and comment.
6. When you have finished your comment or your speaking time is up, leave the podium so the next individual may speak.

Remote Telephonic Comment

1. Register to speak online at BOSMeetingComments.fresnocountyca.gov. The phone number provided at registration must match the phone number used to call in and provide remote comment. Registration will close once the public comment period opens for a particular item.
2. Call (559) 860-0556 and enter the Meeting Code 1595. You will be automatically muted.
3. Listen for the item(s) you registered to speak on.
4.  The Board will open the public comment period for a particular item. Listen for any additional instructions, such as alterations to speaking times*.
5. When it is your turn to speak, you will hear a prompt informing you that you have been unmuted and may begin speaking. State your name and comment.
6. When you have finished your comment or your speaking time is up, you will be muted. If you registered to speak on another item, stay on the line. Otherwise, you may stay on the line to continue listening to the meeting via phone or simply hang up.

*Per Administrative Policy No. 29, for non-quasi-judicial items, speakers shall be limited to two (2) minutes per person, and each topic may be limited to no more than ten (1) minutes total. Speakers may not yield their time. Speaking times may be altered at the discretion of the Board.

Consent – routine items which normally do not require individual consideration

Open Session/Regular – items considered by the Board which require discussion and vote in open session

Motion – an action by the Board of Supervisors

Ordinances, Resolutions, Minute Orders – legal records documenting Board actions

Public Hearing – an opportunity required by law enabling residents to speak for or against certain matters before the Board takes action

Public Presentation – a time reserved at the end of each Board meeting for individuals to comment on matters not on the agenda, but within the jurisdiction of the Board
