Fresno County Services, Infrastructure, and Fiscal Planning
Fresno County provides essential services and infrastructure across more than 6,000 square miles, serving over one million residents in urban, rural, and unincorporated communities through the San Joaquin Valley. The County maintains one of the largest roadway systems in the nation, supports public safety and emergency response operations, oversees public and behavioral health and social services programs, and helps maintain critical infrastructure that residents and businesses rely on every day.
As Fresno County continues to grow and evolve, the County is evaluating long-term service, infrastructure, and fiscal needs while gathering community input to help guide future planning decisions.
Maintaining Local County Services
The County’s General Fund supports a broad range of core services, including:
- Public safety and emergency response services across urban, rural, and unincorporated communities
- Wildfire and disaster preparedness
- Public health, behavioral health, and human services
- Agricultural protection and environmental health
- Animal services, code enforcement, and illegal dumping cleanup
- Office of Housing and Homelessness and other services
Delivering these services across a geographically large and economically diverse county presents ongoing operational and financial challenges.
Infrastructure and Fiscal Challenges
Like many communities across California, Fresno County is experiencing rising costs associated with maintaining infrastructure, delivering services, and responding to growing community needs.
At the same time, many revenue sources are restricted to specific uses, while costs tied to public safety, emergency preparedness, infrastructure maintenance, and health and social services continue to increase.
Additional pressures including inflation, economic uncertainty, and potential shifts in federal and state funding responsibilities are also impacting long-term County financial planning.
Planning for the Future
County leadership continues to evaluate options to support long-term fiscal sustainability and maintain essential services for Fresno County residents.
As part of this effort, Fresno County is hosting an in-person and two virtual townhall meetings to provide residents with information regarding County services, infrastructure needs, budget conditions, and future planning considerations.
This meeting is intended to provide residents with an opportunity to:
- Learn more about County operations and funding
- Hear about current fiscal and infrastructure challenges
- Ask questions and share feedback
- Participate in discussions regarding future priorities and potential funding considerations
Potential Funding Considerations
One option currently under evaluation is a potential Transient Occupancy Tax (TOT) applied to hotel stays and short-term lodging in unincorporated areas of Fresno County.
Any tax measure would require approval by the Fresno County Board of Supervisors and Fresno County voters.
Potential topics of discussion may include:
- Public safety and emergency response
- Wildfire and disaster preparedness
- Public health and community services
- Other County services and operations supported through the General Fund
