FY24/25 ITSD Accomplishments

Each year, the Information Technology Services Department (ITSD) drives projects, supports County departments, and strengthens the technology foundation that residents and employees rely on every day.

From modernizing systems and securing data to streamlining business processes and delivering millions of communications. These achievements reflect the teamwork and dedication of ITSD staff working behind the scenes to keep Fresno County connected, secure, and ready for the future.

Applications

Delivered upgrades, automations, and high-volume support across departments.

  • BOS – Updated core equipment for meetings.
  • Bookit integration with conference room panels for County customers.
  • DSS – Migrated FileNet to Laserfiche.
  • DPH – EMS CAD upgraded to 22.3.9.
  • PW – Automated West Annex jail ledger.
  • 2,000+ app support requests completed; 444 escalations resolved.
  • DPH – Added pre-2013 inspection link documents (200k+ docs; 17k+ facilities).

Cybersecurity

Hardening identity, MFA coverage, and incident response.

  • Implemented DUO MFA on all servers.
  • Tuned Identity Protection; eliminated noise from random failed-login names; prepped IP blocking on new firewall.
  • NEOGOV Phase 2 automates rehires; off-boarding pending with per-dept automation.
  • Responded to and remediated nine BEC incidents without compromise.
  • Supported SOC for General Election and two special elections.

Communications / Desktop

Scaled endpoint modernization and Operating System upgrades.

  • Migrated ~90% of County workstations to Windows 11.
  • Deployed 4,500 34″ monitors; firmware updated on each device.
  • Ordered + deployed 2,500+ new workstations to County staff.
  • Upgraded 2,000+ cell phones and mobile devices.
  • Published County IT Standards & Preferred Practice.

Development

Scaled endpoint modernization and Operating System upgrades.

  • TLS security upgrade; Commvault migration scheduling; Redgate Monitor implementation.
  • Econtracts public portal.
  • NEOGOV Rehire automated processing.
  • DPH Vehicle Track updates & publishing.
  • Billing updates (labor, phones, etc.).
  • Automated publishing for PMIS and AgDTS.
  • Defensive Driving modifications.

GIS

Apps and data for operations, public info, and emergency response.

  • Buildings Database Project.
  • Cooling Centers App.
  • EGVM Pest Trapping App.
  • Cottage Food Permits App.
  • PIO Countywide Media Campaign.
  • EOC Activation support.

Graphics

High-volume creative and print output for Countywide communications.

  • Completed 1,870 graphics requests.
  • 12,000,000+ copies (B&W and color), 2,000,000+ envelopes, ~1,300,000 USPS pieces.

ERP

Interfaces, reporting, payroll/benefits milestones, and platform security.

  • CalSAWS–PeopleSoft Financials interface; CalSAWS benefit code remapping.
  • BMO bank transition.
  • Java upgrades on 2 PeopleSoft Financials prod web servers to mitigate vulnerability.
  • Two new nVision budget status reports incl. period 998 data.
  • 1099 processing; DOMO reports interface for DBH.
  • Asset Management report updates for ISD Business Office.
  • Wintask processing for salary increases; Open Enrollment 2024; Annual W-2 processing.
  • Processed archived timesheet data requests spanning 19 years for subpoenas.
  • 2024 Adopted Budget supported.

Systems

Cloud migration, mail platform upgrades, and faster incident resolution.

  • ~120 additional servers migrated to Azure (200+ total).
  • 218 TB of DR data migrated to Azure; 1 TB Elections historical data to long-term storage.
  • Moved Service Desk to Compliance.
  • 881 REACH tasks & 328 incidents; average incident age reduced from 1.2 days to 0.29 days.
  • Exchange upgraded to 2019 (first full version upgrade in 10 years).
  • All Domain Controllers replaced.
  • Converted ~50% storage to iSCSI (remaining scheduled July 2024).
  • Initiated Intune for County-owned endpoint device management.
  • Decommissioned co.fresno.ca.us email domain.

Network / Radio

Core network modernization, campus Wi-Fi, and radio infrastructure upgrades.

  • Installed fiber from JJC to Pontiac (with MUX).
  • Converted most of the County to SDA; completed Oracle Circuit; replaced ACI Leafs.
  • Installed Wi-Fi across JJC campus (90 APs).
  • Updated all Nokia radio switches.
  • Submitted preliminary plans with Reedley; began Harmoni build; replaced generators with commercial power (Reedley).
  • Area 2 Datacenter: completed wall build; begin additional APs in Hall of Records; upgraded two core gateways at Fresno Street; five nodes rebuilt to NX3170 D1; two VMs built for Facilities; Wi-Fi expansion at Elections.

Project Management

Department-facing delivery, governance checkpoints, and platform rollouts.

  • AgDTS Modules: Admin; Employees; Field Walk – Seed; Fruits & Vegetables; GWSS; High Risk; Nursery; Project Codes; Seed; Vehicles; Weights & Measures Inspections; Weights & Measures Dailies.
  • AP Master Replacement: New solution implemented in REACH for Business Office.
  • HR Employee Engagement Survey: Initiated/planned; transitioned to BSA in manage phase (Aug 2023).
  • Java Audit: Validated OpenJDK/Corretto; maintained Oracle Java license threshold; removed Oracle Java from 2,959 devices; upgraded all licensed devices to Java 8u391 by May 15, 2024.
  • OpenCities Phase 2 Improvements: DCSS (public web improvements, completed Jun 10, 2024); DPH (improvements staged and handed off Jun 17, 2024).
  • Public IP Migration: 61% migrated from 64.x (AT&T lease) to 144.x (County-owned).
  • Windows 11 Upgrade: 91.3% complete.
  • Project Control: Reorganized process/meetings; manually maintained project list for monthly exec review.
