The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and the Request for Clarification Form (archived).

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Will consulting services be retained for this work scope, or will your existing consultant that prepared the work plan provide the necessary consulting services.  (RFC 2306-2  submitted 8/23/2023)   

The consultant services for the County directly are provided by an on-call consultant or by County staff. Any additional consultant work needed by the contractor would be as a subcontractor to the prime contractor.  Response date: 08/25/2023


Does the site have an unobstructed 20' x 80' area with the well being in the middle of the area? (RFC 2306-3 submitted 8/24/2023)

All wells have an unobstructed 20'x80' area; however proposed well PMW-3 is not centered within such area. Refer to the plans. Response date: 08/29/2023

Does this site have an existing well and if so do you have access to any boring logs that can be provided? Any of the nearby area or the subject locations to be drilled would be helpful in working up this estimate (RFC 2306-3 submitted 8/24/2023)

Yes, there are two existing potable wells and seven existing monitoring wells. Available well completion reports can be found under Supplemental Information. These reports are for the contractor's information only. Can equipment and materials be placed onsite for the duration of this project? (RFC 2306-3 submitted 8/24/2023)

Yes. The Contractor may erect a temporary fence to store or protect equipment. However, the County will not be responsible for any stolen or damaged items that may occur. Response date: 08/29/2023


Is there a turbine pump? (RFC 2306-3 submitted 8/24/2023)

No. The existing pumps are submersible. Contractor is to remove submersible pumps from existing monitoring wells, clean, test and salvage to the County. Response date: 08/29/2023


Can the bid be emailed? (RFC 2306-3 submitted 8/24/2023)

No. Only electronic bids submitted through BidExpress or hardcopy bids are accepted. More information can be found in the Notice to Bidders. Response date: 08/29/2023


What is the start date? (RFC 2306-3 submitted 8/24/2023)

Is there a screening process for entering/exiting the facility? Is any special certification needed for the drillers? (RFC 2306-3 submitted 8/24/2023)

No. Contractor shall notify the Engineer or work being performed onsite. Notification requirements are outlined in the specifications for each project task. Response date: 08/29/2023


Is there a special bid bond form we need to use or should the bond company provide their own? (RFC 2306-4 submitted 8/30/2023)

The bid bond itself can be issued by the bond company. The section of the electronic solicitation or hardcopy bid, “Bid Security,” – Proposal 4 should be filled out with information regarding the bid bond by the bidder. Response date: 08/31/2023


I do not see a line item to cover management and disposal of excess water, what line item can we use to cover the needed cost? (RFC 2306-6 submitted 8/31/2023)

Will geophysical services be provided by the client? If not, what line item can we charge these services under? (RFC 2306-7 submitted 8/31/2023)

If this question concerns electric logging of the well, this is not required for the sonic drilling method. If referring to locating utilities in the vicinity of the proposed wells, refer to Specifications Section 33 24 13, Paragraph 3.03. Response date: 09/01/2023


Will Survey services be provided by the client? If not what line item can we charge these services under? (RFC 2306-8 submitted 8/31/2023)

Refer to Section 01 57 50. The Engineer will provide one set of staking indicating the location of each well prior to Contractor mobilization to each well. Additional detail staking layout will be the responsibility of Contractor. Response date: 09/01/2023


Under plans for construction, Details I, Will bollards be required with a flush mount well cover installation? (RFC 2306-9 submitted 8/31/2023)

Yes, bollards are required. Response date: 09/01/2023


Is the required well depth set at 135 feet or is it until groundwater is reached? (RFC 2306-10 submitted 8/24/2023)

Refer to Specifications Section 33 24 13, Paragraph 3.03. Response date: 09/01/2023


Are the pumps being returned to the wells? What should happen to the old wells and pumps? (RFC 2306-11 submitted 8/24/2023)

No, all of the existing monitoring wells are dry. The existing pumps are to be pulled out, tested, cleaned, and returned to the County. The existing monitoring wells shall remain in place with the exception of Monitoring Well 2, depending on the results of the well casing video inspection. Response date: 09/01/2023


Will foliage need to be cut down near the fence? (RFC 2306-12 submitted 8/24/2023)

Vegetation or foliage requiring more than basic clearing and grubbing shall be protected in place. No foliage is expected interfere with fence removal. Response date: 09/01/2023
