Community Development Division

The County of Fresno's Community Development Division is dedicated to improving the living environment and local economy for all residents of Fresno County.

The Community Development Division is responsible for implementing a variety of grants and programs to develop and promote viable communities by improving housing, providing a suitable living environment, and expanding economic opportunities.

Community Development Programs are provided solely through the use of grant funds such as the Community Development Block Grant, HOME Investment Partnerships Program, Neighborhood Stabilization Program and other Federal and State grants. Agritourism funding is provided by the Fresno County Board of Supervisors.

Adopted Consolidated & Annual Action Plans

CAPER

A Consolidated Annual Performance and Evaluation Report (CAPER) is required annually to provide information on the County's use of Federal funds received from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs, as well as supplemental CDBG funding under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), and resulting outcomes and progress toward meeting goals identified in the County's Strategic Plan and Annual Action Plans.

 

Draft Plans, Substantial Amendments (SA) & Environmental Assessments (EA) Requesting Public Comment

The below-listed draft plans and/or substantial amendments are currently requesting public comment. Provided are the draft plans and/or substantial amendments, and copies of the published request for public comment or notice of public hearing. The published notices provide information on the means of providing public comment and the date by which comments must be received. If a public hearing is being held, the public comment period will end the day of the public hearing, unless stated otherwise.

Draft 2026-2027 Action Plan

The draft 2026-2027 Action Plan is available for public comment through May 19, 2026.

The County of Fresno’s draft Annual Action Plan of proposed uses for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) funds during the 2026-27 program year is available for public review and comment. Copies of the Plan are available for review at the County’s Community Development Division office, 2220 Tulare St., 8th Floor, Fresno, CA. The draft Action Plan can also be found online at the line below.

The County of Fresno Board of Supervisors will hold a public hearing to receive comments on the draft Annual Action Plan. The hearing will be held on May 19, 2026, at 9:30 a.m., in the Board Room of the Board of Supervisors, Room 301, on the third floor of the Hall of Records, 2281 Tulare Street, Fresno, CA.

Members of the public wishing to comment outside of the Board of Supervisors public hearing may also do so by calling the Community Development Grants Unit at (559) 600-4292, by email to ComDev@fresnocountyca.gov, or by writing to the Community Development Division, 2220 Tulare St, 6th Floor, Fresno, CA 93721. Comments will be accepted by the County through May 19, 2026.

All comments received, including responses, will be included in the final Action Plan document before submittal to the U.S. Department of Housing and Urban Development (HUD). If you have any questions or comments, please contact Community Development at (559) 600-4292.

Environmental Assessments

There are no Community Development projects currently in public comment period for environmental review.

            

Project Application for CDBG Funding

The 2027-2028 CDBG application is expected to be released around June 1, 2026.
