Affordable Housing Program

The Community Development Division manages the following programs to help increase the supply of new affordable housing and improve the condition of existing housing for low- and moderate-income families.

Eligible Fresno County Areas

Cities of:
  • Fowler
  • Kerman
  • Kingsburg
  • Mendota
  • Orange Cove
  • Reedley
  • Sanger
  • Selma
Unincorporated areas consisting of County Islands within the Cities of Fresno/Clovis, including:
  • Bullard
  • Calwa
  • Easterby
  • Fig Garden
  • Mayfair
  • Tarpey Village
  • Sunnyside
  • West Fresno

All other unincorporated County areas, including but not limited to:

Auberry, Big Creek, Biola, Bowles, Burrell, Cantua Creek, Caruthers, Centerville, Del Rey, Dunlap, Easton, El Porvenir, Five Points, Friant, Helm, Lakeshore (Huntington Lake), Lanare, Laton, Malaga, Minkler, Miramonte, Monmouth, O'Neill, Piedra, Pinehurst, Prather, Raisin City, Riverdale,  Rolinda, Shaver Lake, Tollhouse, Tranquillity, Wheatville

Income Limits

Income eligibility for programs is set by the U.S. Department of Housing and Urban Development each year, and is determined by household size and income for all household members.

* Certain income categories are excluded; some deductions and allowances apply. Must include income from all adults living in the home before deductions for taxes, etc.
Eligibility for most programs based on 80% limit. Currently no programs use the 100% or 120% limits.

** With a few rare exceptions. Household members temporarily absent are also included.

    

Programs for Homeowners

Owner-Occupied Rehabilitation Program (OORP)

Provides loans to eligible low- and moderate-income homeowners to rehabilitate their affordable homes in the Eligible Fresno County Areas, to address code deficiencies and minor to moderate repairs critical to the occupants’ health and safety. Loans are currently zero interest with affordable monthly payments based upon the family's income. The balance of the loan is due upon change of title or non-occupancy by the borrower.

Utility Connection Program (UCP)

Provides loans to eligible low- and moderate-income homeowners and housing owners with low/mod income tenants to connect a home with a well and septic system to a existing municipal sewer/water system. Rents must meet affordability requirements. Permit fees are paid by the County with the loan providing for the connection construction cost. Loans are zero to 3% interest depending on income eligibility, with affordable monthly payments. The balance of the loan is due upon change of title or non-occupancy by the borrower.

Programs for Potential Homebuyers

Due to Federal Income Limits for HOME program funds and the high cost of home ownership in our area, the County of Fresno’s down payment assistance program is currently suspended. The County is exploring alternative funding sources for down payment assistance.

The City of Fresno may operate a separate mortgage assistance program. For inquiries about the City’s program, please contact the City of Fresno at 3-1-1.

Programs for Landlords

Rental Rehabilitation Program (RRP)

Provides loans to eligible rental housing owners with low/mod income tenants, to rehabilitate affordable rental units in the unincorporated area and partner cities, to bring the rental units up to current building code health and safety standards. Loans are zero interest and amortized over 20-30 years (with a balloon payment at 20 years), based upon the income of the rental housing owner and the case flow of the rental project. The balance of the loan is due upon change of title.

Programs for Developers

Affordable Housing Development Program (AHDP)

Provides gap-financing loans to Community Housing Development Organizations (CHDOs), non-profit developers, and for-profit developers to construct new affordable housing, including both multi-family low-income rental housing projects and single-family housing projects developed for low-income owner occupancy. Rent limitations and sales price limits apply. Location restrictions apply. Regulatory restrictions apply for 20+ to 55+ years. May also be used to substantially rehabilitate existing affordable rental housing projects. Currently, all funds for substantial rental rehabilitation funds are reserved.
