The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and the Request for Clarification Form (archived). 

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Please clarify the basis for award for this project. Is the project awarded on the base bid total or the base bid plus alternates? (RFC 2307-2 submitted 7/12/2023)

See Notice to Bidders: Bids will be compared, for purposes of identifying the apparent low bidder for proposed award of the project, on the basis of the total of the base bid plus the total of all additive bids; provided however, that the ultimate scope of the project, as subsequently determined by the Board of Supervisors at the time of award, may or may not include all or any of the additive bids. Would the County consider moving the bid date for this project? There are large projects already scheduled to bid on 7/26 and 7/27. (RFC 2307-3 submitted 7/12/2023)

The Bid date cannot be moved to a later date due to fall construction project needs.  Response date: 07/12/2023

Please provide the locations for the "replace asphalt pavement" sections on the base bid. (RFC 2307-4 submitted 7/12/2023)

Under which bid item does the "Grade & CNS Relative compaction for 1' Min Width" along the shoulders get paid for under? (RFC 2307-5 submitted 7/12/2023)

Shoulder prep should be paid under Shoulder Backing.  See Section 19-9 for Shoulder Backing requirements and payment. Response date: 07/21/2023

 

Will the County please provide a summary of the bid item for each location for the base bid? It is very difficult to accurately bid without the ability to identify the location of the work. (RFC 2307-6 submitted 7/12/2023)

Where is bid item 12, Replace Asphalt Concrete Pavement, located? Will the County provide a summary of the locations including widths and lengths and locations? Is the HMA for this item incidental to the item or paid under bid item 15, Hot Mix Asphalt? (RFC 2307-7 submitted 7/12/2023)

At locations with a HMA section of 0.30' does the County require the HMA be placed in one lift or two lifts? If the County requires two lifts, does the County want 3/4" or 1/2" HMA? If the County requires 1/2" HMA please add a bid item for HMA with 1/2" grading. (RFC 2307-8 submitted 7/12/2023)

The aggregate gradation limits shown in the tables in Section 39-2.02B(4)(b) & 39-2.02C will be revised to allow for 3/4" aggregate to be placed in lifts from 0.15'. See upcoming Addendum 2. Response date: 07/19/2023

 

What is bid item 16, Minor Hot Mix Asphalt, for? Will the County please provide locations for this work? (RFC 2307-9 submitted 7/12/2023)

Minor HMA is used for Miscellaneous Areas, Dikes, & Berms. See Section 39-2.01B(11). Response date: 07/19/2023

Would the county please provide a Typical Overlay Detail and Schedule for Minor Hot Mix Asphalt specified in the project bid book? (RFC 2307-10 submitted 7/12/2023)

Would the county please provide a Typical Overlay Detail and Schedule for Railroad Approaches encountered on various locations of this project? (RFC 2307-11 submitted 7/12/2023)

Railroad approaches use the same cold plane match lines detail. Rail crossings occur on the northern Brawley section and on Colorado Ave. You are responsible to obtain encroachment permits with SJVR. Response date: 07/19/2023

 

Would the county please provide a Construction Detail and Schedule for Curb Ramps encountered on this project? (RFC 2307-12 submitted 7/12/2023)

In addition to the ramp listed in Additive 14A, the curb ramp replacements occur on corners of Ashlan and Minnewawa in the base bid. See upcoming Addendum 2 for details. Response date: 07/19/2023

 

Many locations are calling for a section of .30 HMA which is going to require two lifts of asphalt, which is also going to require the use of a 1/2" mix HMA. Bid item 15 is calling for 3/4" HMA, not 1/2" HMA. Please clarify. (RFC 2307-13 submitted 7/13/2023)

Please provide Engineer's estimated quantities for Bid Item 14 Cold Plane and Bid Item 15 HMA for each site 1-10 of the Base Bid. (RFC 2307-14 submitted 7/13/2023)

Will the County add bid items to adjust utility covers and manhole covers? (RFC 2307-15 submitted 7/17/2023)

The Cities of Clovis and Fresno will be adjusting their own covers. You will either pave over their covers or allow for their adjustment during paving depending on coordination with the Cities according to Section 5-1.36D. Response date: 07/19/2023

Is there a start date, duration and liquidated damages mentioned? (RFC 2307-16 and RFC 2307-23 submitted 7/17/2023)

See Section 8-1.04 for number of working days, associated liquidated damages and start of job site activities. This contract is anticipated to award on 8/8/2023. See also Section 3-1.18 Contract Execution. Response date: 07/19/2023

 

Drawing No. 11A, 12A, 13A Typical Section 
Per 11A, 12A, and 13A Typical Sections, design calls for Shoulderbacking to be placed, but no bid item is provided. Please incorporate Shoulderbacking item for Additives 1-3. (RFC 2307-17, 2307-18, and 2307-19 submitted 7/17/2023)

Shoulder backing quantities were added to the mentioned sections and included in the detail mentioned above. See upcoming Addendum 2. Response date: 07/19/2023

No Typical Section is directly specified for the Brawley Avenue - Madison to 0.25 N/O Madison Ave. Please provide typical section. (RFC 2307-20 submitted 7/17/2023)

This segment is reflected in the Typical Section Location 4 from SR 180 to Jensen. See upcoming Addendum 2. Response date: 07/17/2023

Will Brawley Avenue - Madison to 0.25 N/O Madison Ave section require pavement interlayer as the rest of that location? If so, please provide a bid item in Additive 4 (RFC 2307-21 submitted 7/17/2023)

Correct. A pavement interlayer has been added to the Additive 4 bid items. See upcoming Addendum 2. Response date: 07/19/2023

The minor HMA quantity does not seem to make sense as compared to the miscellaneous areas provided in the supplemental information quantities. Please clarify where the 2,190 tons of minor HMA is by location and what it is for and the thickness of the minor HMA. (RFC 2307-24 submitted 7/20/2023)

An error was found in the minor HMA quantities.  An addendum will be issued to fix the discrepancies between the proposal and Details. Response date: 07/21/2023

 

The Area and location for location 3 provided on the "Supplemental Information" does not match the location 3 shown on the plans. Please confirm which is correct. (RFC 2307-25 submitted 7/20/2023)

Addendum 1 addressed this issue. Please refer to that information for the correct limits. They match the information shown on the Supplemental Information and Location Map. Response date: 07/21/2023
