The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and the Request for Clarification Form (archived).

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

When will the Specs/SOV/Bid Forms be provided? (RFC 2324-1 submitted 1/10/2024)

The specifications and Bid Express solicitation have been posted. Response date: 01/17/2024

 

Could you please provide CAD Files/TOPO Files. (RFC 2324-2 and 2324-4 submitted 1/10/2024)

In order to receive the AutoCAD files for this project, a Request and Waiver for Release of Electronic Files(PDF, 152KB) is required. Completed forms may be scanned and emailed to DesignServices@fresnocountyca.govResponse date: 01/23/2024

 

Is there a specific CARB form required for In-Use Off-Road Diesel-Fueled Fleets, or can we attach the CALTRANS In-Use Off-Road Diesel-Fueled Vehicle List providing the contractor's fleet name and DOORS ID Number? (RFC 2324-3 submitted 1/15/2024)

Bidders are to attach the “Certificate of Reported Compliance” for their In-Use Off-Road Diesel-Fueled Fleet(s). This certificate can be obtained through the DOORS section of the California Air Resources Board website (https://ssl.arb.ca.gov/ssldoors/doors_reporting/doors_login.html). Response date: 01/23/2024

 

Will you provide a Bid Bond Form or would you like the Surety's form? (RFC 2324-5 submitted 1/18/2024)

The bid bond itself can be issued by the bond company. The section of the electronic solicitation or hardcopy bid, “Bid Security and Signature,” – Proposal 4 should be filled out with information regarding the bid bond by the bidder. Response date: 01/29/2024

Does the CARB cert apply to all subcontractors regardless of equipment used? (RFC 2324-7 submitted 1/29/2024)

Refer to the Title 13, California Code of Regulations for In-Use Off-Road Diesel-Fueled Fleets, Amendments to Sections 2449, 2449.1, and 2449.2, § 2449(b). General Requirements for In-Use Off-Road Diesel-Fueled Fleets, Applicability:

Contractor is responsible to check with California Air Resources Board prior to bidding and confirm equipment certification requirements. Each subcontractor must provide either their Certificate of Reported Compliance or the declaration that the subcontractor does not have a fleet subject to the regulation.

Item 10 unit of measure is “SY”, was this item intended to be by “CY”? The item description has conflicting language on payment stating both “Square Yard” and “Actual Cubic Yard”. (RFC 2324-8 submitted 1/29/2024)

For Operations Layer, section 100-5.02 says “Maximum Particle Size shall be ¾”. Is it required of the contractor to perform mechanical screening for all material used in the operations layer? (RFC 2324-9 submitted 1/29/2024)

The CQA Consultant shall conduct Sieve Analysis & Classification tests during construction. It is not required to perform mechanical screening but the contractor may elect to do so but will not be compensated. Response date: 02/02/2024

 


Operations Layer is required to be compacted by a D-7 or equivalent dozer. Is there a maximum or minimum equipment weight requirement that the County is looking for? (RFC 2324-10 submitted 1/29/2024)

Compaction is to be by D-7 or equivalent dozer. See Sections 100-2.03.4, 100-3.03.1, and 100-4.01.7 in the Specifications for placement ground pressure requirements. Response date: 02/02/2024

 


Please clarify how the 6” Perforated Pipes will be terminated on the south end of the cell? (RFC 2324-11 submitted 1/29/2024)

Details 6/5 and 10/5 call out stainless steel pull rope only for the upper 6” perforated pipe. The bid item descriptions and installation specifications call out stainless steel pull rope for all pipe, please clarify. (RFC 2324-12 submitted 1/29/2024)

Confirming per the General Provisions that Saturday’s are not counted as working days and this project is expected to be completed Monday-Friday. (RFC 2324-13 submitted 1/29/2024)

Are details provided for the leak location wires (lengths and locations)? (RFC 2324-14 submitted 1/29/2024)

How many total days of leak location support are required? (RFC 2324-15 submitted 1/29/2024)

Will the County please identify any areas of anticipated traffic control necessary for Item 8? (RFC 2324-16 and RFC 2324-19 submitted 1/31/2024)

There is no anticipated public traffic at specified excavation, staging and stockpile areas. In general, haulers are utilizing the road from the main entrance through "EXIST CUSTOMER ACCESS ROAD" as shown in Sheet 3 to Phase III, Modules 6 through 8. However, contractor is responsible for traffic control where necessary for construction activities. See Section 7-1.04. Response date: 02/02/2024

 


What is the expected completion time for this project? (RFC 2324-17 submitted 1/31/2024)

Please provide the location for where the unsuitable material is to be taken. Will the material need to be knocked down or can it be left in piles? (RFC 2324-18 submitted 2/1/2024)

Unsuitable material shall be hauled to the same stockpile area as the rest of the excavated soil and shall be placed in stockpile area in the same manner as described in Section 19-4.02 PERMANENT STOCKPILE AREA. Contractor and Engineer will coordinate the location within the stockpile area. Unsuitable material will be used by Landfill operations. Response date: 02/02/2024
