Apply for a Building Permit via Citizens Portal

Permit Portal Welcome

The Public Works section of the Citizen Portal provides the ability to search for public records information and apply for Public Works permits.

The Citizen Portal can be accessed at the Fresno County Citizen Portal landing page.

Use the "Member Area" link to apply for a new permit or to access and view details of permits already submitted. You must create a new account by registering a username and password in order to use this service. 

To register a new account:

  1. Click the orange "Create an Account" button.
  2. Choose to register as a "Person" or a "Company."
  3. Fill in account information as prompted.
  4. Click the "Submit" button.
  5. The system will send you a confirmation email to the address provided in step #3.  The email will contain a PIN and a link to complete your registration.
  6. If your email address already exists in the system, click on the "Forgot Password?" link on the login page.

Click on the "Public Search" link to search for existing and current permits, licenses, and land use actions. Searches can be based on either property or permit information.

The County of Fresno Department of Public Works and Planning / Development Services and Capital Projects Division does not request building permit payments without first sending the applicant a copy of the invoice and instructions.
