Can you please provide the geotech report? (RFC 45650 submitted 1/12/2022)

Phase I Groundwater Monitoring Well Decommissioning Work Plan contains well-related geotechnical information for the relevant area, including well logs, which is provided under "Supplemental Information." Response date: 01/14/2022

Can the County please provide the most recent aerial topographic CAD file and the project design CAD files of the site? (RFC 45733 submitted 1/17/2022)

Surveys in CAD format will not be provided to potential bidders; however the CAD documents will be available to the awarded Contractor once contract is executed. The most current survey in pdf format can be found in the Supplemental Information section of the website. This topographic survey is for the contractor’s information only. This is not to be considered to be part of the contract documents and shall have no bearing whatsoever on the interpretation of the standard specifications, the standard plans, the special provisions, nor shall it have any bearing whatsoever on the interpretation of the other publications referenced therein. Notice to Bidders
Does the General Contractor need a Hazardous Substance Removal and Remedial Action Certification or will a Subcontractor that has the certification that will be performing the handling of hazardous materials suffice? (RFC 45847 submitted 1/24/2022)

A subcontractor with the appropriate licensing and certification per the specifications Section 02112 3.1-I-1b, to handle hazardous material is acceptable. See Addendum #1. Response date: 02/10/2022

No. Only projects that included waste material volumes will be considered. They must include the excavating, handling, transporting, placing, and compacting waste material volumes of at least 5,000 cy/day and/or a total of at least 200,000 cy total waste material. What is the average amount of trash trucks the American Avenue Disposal site receives per day?  (RFC 45947 submitted 1/28/2022) 

The average vehicle count per day for 2021 was 282 vehicles per day. This average vehicle count is for the contractor’s information only. This is not to be considered to be part of the contract documents and shall have no bearing whatsoever on the interpretation of the standard specifications, the standard plans, the special provisions, nor shall it have any bearing whatsoever on the interpretation of the other publications referenced therein. The County does not warrant that this average will be the condition during any given period throughout the term of this project. Response date: 02/08/2022

Is the contractor responsible for locating the 480V Electrical Line or will this be marked out by the County?  (RFC 45950 submitted 1/28/2022)   

Contractor is responsible. Reference Section 01571 1.6 Part 3A.

Specification Section 01571 1.6 Part 3A states: "The Contractor shall engage the services of a qualified utility locator service to positively identify the location of the buried 480-volt electrical line within the work area as shown on the Construction Drawings. Non-invasive methods shall be employed. No pot holing or excavations of any type shall be allowed above or in the vicinity of the buried 480-volt electrical line. Once the buried 480-volt electrical line is located, Contractor shall install visible markers identifying the alignment of the buried line, and maintain them for the duration of the waste relocation project."

Also, specification section 02110 3.5A states: "Contractor to protect in place the existing 480 volt buried electrical line shown on the Construction Drawings." Response date: 02/08/2022

Will the contractor be directed to remove the header line going underneath the asphalt road from the Flare Station to the Phase I Cell?  (RFC 45951 submitted 1/28/2022) 

No. The point where decommissioning of Phase I header line begins is shown in sheet 3 "Demolition and Decommissioning Plan." From this point east, the Phase I landfill gas collection system shall be decommissioned by Contractor as specified in plans and specifications. The Contractor is to coordinate with County, who will then coordinate with the County LFG contractor to disconnect Phase 1 gas collection system from overall site gas collection system. See Plans "Demolition and Decommissioning Plan," Sheet 3. See Specifications Section 02222. Response date: 03/07/2022

The Intermediate Cover Soil material specification calls out to have a gradation of 1" minus. Will the in-situ material from the on-site borrow source need to be mechanically screened to meet this gradation requirement? (RFC 45952 submitted 1/28/2022) 

No, 100% of the on-site borrow material for intermediate soil cover will pass 1" sieve. Response date: 02/08/2022

In Specification 02112 - 1.3.A.2, it states the contractor will need experience in excavating 'waste material volumes.' In Specification 02112 - 1.3.D, it states the contractor will need experience in excavating 'material volumes'. Can the County please verify the bidding contractor is required to have experience in excavating "waste material volumes" on at least three (3) projects of at least 5,000 cubic yards (cy) per day and/or at least 200,000 cy within the last five (5) years?  (RFC 45953 submitted 1/28/2022)

Will the Contractor have the right of way at the intersection where landfill traffic will cross the contractor's haul route? (RFC 46061 submitted 2/7/2022)

No. Customer traffic  shall always have the right of way. Contractor's hauling trucks are expected to stop until customer vehicles clear the area. Contractor and customer traffic are expected to comingle at the northern intersection until the completion of the customer access road on the south end of Phase 1. The Contractors traffic control plan shall specifically address and detail the safety of the public and construction personnel  at all times. Response date: 03/03/2022 

Is the a specified project time duration and liquidated damages attached to this duration?  (RFC 46062 submitted 2/7/2022)

Yes. See Specifications Section 8-1.04. Response date: 03/03/2022

Specification No. 02270 1.7.A
Section 02270 1.7.A states all temporary erosion control facilities will need to be removed once permanent stabilization is reached. Are the straw wattles shown to be installed on Sheet No. 26 & 27 considered temporary erosion control? Will the contractor be required to return to the site to remove the 159,605 LF of straw wattles once the slopes have stabilized from the hydroseeding?  (RFC 46086 submitted 2/8/2022)

No. The straw wattles may remain in place after the end of the Work. The contractor is expected to maintain them per specifications for the duration of the project. All other temporary erosion control measures shall be removed at the end of the project. Response date: 03/03/2022

Would our experience excavating and removing 65 miles of trash and debris for the High-Speed Rail over a 5 year process meet the updated qualifications for this project? (RFC 46112 submitted 2/10/2022)

No, only projects involving excavating, handling, transporting, placing, and compacting waste material volumes of at least 5,000 cy/day and/or a total of at least 200,000 cy total waste material will be considered. See Addendum #1. Response date: 03/03/2022

Specification No. 02112 2.2.A
Specification 02112 2.2.A states that "Alternative daily cover (ADC), shall be used in lieu of soil, and will consist of tarps, foam, or other material as approved by the County/Engineer. Soil shall not be used as ADC." The contractor will need to construct soil/dirt roads through the duration of the project to allow haul trucks to travel over the waste in the excavation and fill area. Will it be acceptable to use soil from the borrow source for this?  (RFC 46115 submitted 2/10/2022)

Yes. However, haul road at Phase II will be limited to the areas shown in the exhibit prepared by Tetra Tech, labeled "LFGCCS Phasing Plan Stage 0" included in the Project Details section of the Specifications. With respect to Phase 1, soil from the borrow site  can be used for temporary roads within Phase 1. However this soil must be reused for other stages in Phase 1 or for intermediate cover in Phase 2. Phase 1 temporary roads layout shall be coordinated with the Engineer for his/her approval prior to construction. See specification Section 01520, Paragraph 1.8. At the end of the project any soil utilized for construction of temporary roads shall be used for Phase II intermediate cover. Per Section 01290, Measurement and Payment, the cost of constructing, reconstructing, obliterating, and maintaining  temporary access roads at the direction and satisfaction of the Engineer shall be included as incidental work in Bid Item #12. The bid quantity for intermediate soil cover is 393,100 SY. Assuming a 2.5' cover thickness (includes 25% loss during installation), the contractor would need about 330,000 CY of material from the borrow source. Is that quantity of material available for the contractor from the borrow source on-site? (RFC 46159 submitted 2/14/2022)

Is there a Tier 4 requirement for equipment on this project? (RFC 46161 submitted 2/15/2022)

No. The project does not require the use of Tier 4 equipment. However, the Contractor, per Specifications Section 01570 1.9A, shall comply with all air pollution control rules, regulations, ordinances, and statutes which apply to any work performed pursuant to the contract, including, but not limited to, any air pollution control rules, regulations, ordinances, and statutes, specified in Section 11017 of the Government Code. Has the County considered adding screening the trash to the specs? The value savings could be that it reduces the trash by up 30 percent therefore increasing the clean usable dirt for fill also adding years to the life of that area used for dumping the trash in added fill space. (RFC 46164 submitted 2/15/2022 and RFC 46287 submitted 2/23/2022)

No, trash screening is not within the scope of this project. Response date: 03/03/2022

Specification No. 01110 (1.6 Construction Water)
Please provide existing water well  performance capacity (Gallons per minute) for use as construction water. (RFC 46196 submitted 2/16/2022)

The County does not anticipate contractor needing a secondary source of water. Onsite supply should be sufficient for contractor use. Response date: 03/03/2022

Does the County of Fresno have a Waste Handler Dozer the Contractor can utilize through the duration of this project? Standard earthmoving dozers are not equipped to protect against waste handling. Without a dozer waste protection system, waste can entire the radiator core, engine components, undercarriage, and final drive. Once waste enters these components, the contractor is at risk of fire hazards within the machine, major repair costs, and schedule delays. There is no rental market for waste handler dozers as these machines are specifically sold to landfills.  (RFC 46212 submitted 2/17/2022)

No. Per specifications section 02112 Part 1 Paragraph 1.3, Contractor is to certify they can readily access equipment capable of performing the work. Response date: 03/03/2022

Specification No. 02221 (1.15 Construction Quality Control) Through-out the Specifications, it calls out for services by the QCA Consultant. Is the County hiring and paying for all services of this QCA Consultant?  (RFC 46275 submitted 2/23/2022)

Yes, the County is procuring the services of a CQA consultant. Response date: 03/03/2022

Per Details on Sheet 16 of 37, it states to remove the existing cover soil (approximately 12" to 18" in depth) and stockpile for "New Soil Cover" on top of Phase I "Waste". In Detail K/5 on sheet 29 of 37, it states to place a "2 foot thick compacted intermediate soil cover". If we remove 12" to 18" of existing cover and reuse it to cover with a minimum of 24" compacted material, where does the difference of between 6" to 12" (not including compaction) come from?  (RFC 46315 submitted 2/24/2022)
 
Detail on Sheet 16 allows the Contractor to stockpile remaining soil on Phase II to be used for intermediate cover at Phase II.  Detail K/5 on sheet 29 requires the Contractor to install a 2-foot thick intermediate cover. Contractor may use onsite borrow soil as intermediate soil cover to account for any volume differences. Reference soil stockpile areas 1 and 2 in plans, sheet 2 of 37. Reference Specifications Section 02310, Part 2, Paragraph 2.4. Response date: 03/03/2022

Why has the County chosen to eliminate all locally owned companies from bidding calling out requirements that no one locally has? I don't care if I get the job but I would like my tax dollars to stand a chance. I have the equipment, insurance and bonding. This is an easy job compared to most. Please explain. All contractors that meet the qualifications as outlined in the specifications are encouraged to bid. The qualifications as outlined, were specified based on the nature of the work: excavating, hauling, placing and compacting waste material specifically. The nature of handling waste material is different from handling soil, and requires specific equipment. The allotted Project days were derived from professionals in the field of solid waste to help ensure successful completion of the Project in the most efficient execution possible, minimizing costs to the owner while satisfying the regulatory agencies with purview of the American Avenue Disposal Site. Response date: 03/03/2022

Specification No. 01290, 1.8 Pay Items, 6 Clearing & Grubbing B.  Per Section 1290, 6. Clearing & Grubbing B. it states to "... treat remaining roots in soil with a weed killer, approved by the Engineer." Will this be required?  (RFC 46398 submitted 3/2/2022)

 Can the 90% compaction requirement for the wedge buttress fill be removed? This material is being compacted on top of trash and a 90% compaction will be difficult to achieve in most areas. Can the compaction specification be revised to utilize 3 passes of a D9 dozer over a 12" lift?  (RFC 46408 submitted 3/2/2022)
 
No, this requirement cannot be removed. However, per Table 02310-3, Note 2, "If, in the opinion of the CQA Officer, soil being placed as part of the Soil Wedge Buttress Fill cannot be compacted to the requirements presented in this table due to the yielding nature of the underlying waste, the Wedge Fill Soil Buttress soils may be compacted to a firm and unyielding condition as established by the CQA Monitor or Officer." Response date: 03/07/2022

Can the County add a fuel adjustment clause to the specifications?  (RFC 46409 and 46421 submitted 3/2/2022)
 
No fuel adjustment clause will be added to the Specifications. However, there is payment adjustments for price index fluctuations that applies to asphalt contained in materials for pavement structures and pavement surface treatments such as HMA, tack coat, asphaltic emulsions, bituminous seals, asphalt binders, and modified asphalt binders placed in the work.  See Payment Adjustments for Price Index Fluctuations. Section 9-1.07. Response date: 03/07/2022

Specification No. Seed Mix Table in 02950-1 
The table 02950-1 doesn’t include rate for hydroseed… are we to assume seed broadcast rate will apply? Generally drill seed rates are much less than hydroseed rates.  (RFC 46410 submitted 3/2/2022)

Specification No. 01350 1.7.C
Specification 01350 1.7.C states the contractor's crew will need to be HAZWOPER trained if hazardous waste gases are encountered. Can the costs for this work be paid as 'extra work' and paid for in 'Bid Item 1 - Supplemental Work' if hazardous waste gases are encountered? This will save the County money since the contractor will not need to include HAZWOPER Training costs in their base bid.  (RFC 46411 submitted 3/2/2022)

No. As the landfill is currently active and gasses are likely present, the Contractor's safety program and bid shall include HAZWOPER training of Contractor and their employees. Payment for this item under Supplemental Work shall not be allowed. Response date: 03/07/2022
