The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and this form:

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Who will be performing the testing and inspection? (RFC 28229 submitted 8/2/2021)

The contractor will be providing their own quality control and other related testing. The County materials lab will be providing in-house quality assurance testing and assisted by on-call consultants when needed. Response date: 08/06/2021

Which bid item pays for all the cold plane at the misc areas (42,206 sf) and intersections (85,206 sf)? (RFC 28407 submitted 8/13/2021)

Items 28 & 44 include miscellaneous areas and intersections. The Cold Plane quantities have been revised. See addendum #1. Response date: 08/23/2021

Bid Item 44 cold plane has no quantity, please clarify if this is correct (RFC 28408 submitted 8/13/2021)

Quantity was shown correctly on Bid Express and incorrectly in the PDF. The quantity has been revised. See Addendum #1. Response date: 08/23/2021

Specification No. 12 - Traffic Control
Will the contractor be allowed to close Lincoln Ave and detour traffic while the Cold Central Plant Recycling is in process? If not, will the contractor be allowed to run traffic on a ground surface for the duration of the Cold Central Plant Recycling operation? (RFC 28433 submitted 8/17/2021)

Refer to Section 12-4.02C(3)(o). The roadway must be kept open. The contractor may open the incomplete roadway during construction operations. You are responsible for providing a safe, traversable surface including grading, repairs, dust control, and ramping. See Addendum #1. Response date: 08/23/2021

Specification No. 19 Earthwork
Specs call for additional 3' of compaction outside the paved area, the plans are only showing this at the petromat stations, does this additional 3' also take place outside the CCPR areas as well? Please clarify. (RFC 28446 submitted 8/17/2021)

No. The sections have different shoulder prep requirements. Response date: 08/23/2021

When does the County anticipate this project to start? Is the County going to suspend the start of the project until spring of 2022? (RFC 28448 submitted 8/17/2021)

This project is anticipated to start 30 days after award. You may request a suspension of work if weather or other conditions interfere with work. Response date: 08/23/2021

Please identify which driveways will need to be paved per valley gutter detail on drawing 17. (RFC 28450 submitted 8/17/2021)

The details are general and are to be followed based upon existing conditions. Response date: 08/23/2021

Please clarify what Item 48, Class 2 Aggregate Base, is intended to be for. (RFC 28454 submitted 8/18/2021)

The quantity for Agg. Base was included as part of dig outs. It has been removed from the quantities. Please refer to Section 39-3.02 for replace asphalt concrete surfacing. See Addendum #1. Response date: 08/23/2021

Item #21 Imported Aggregate is not shown anywhere on the plans. Will the County please provide additional information on where this item is to be placed and what specific requirements there are for this material, Gradation, compaction, etc? (RFC 28472 submitted 8/19/2021)

The existing shoulders are native soil and the material is proposed to be replaced with Cold Recycled Pavement in lieu of base. Imported Aggregate is included to supplement where there is an insufficient RAP quantity. See Addendum #1. Response date: 08/23/2021

Specification No. 19-9.02
per this section, the contractor is allowed to use the dirt/native soil coming from the road excavation operations for the shoulder backing, is the contractor expected to screen this material prior to reusing it? (RFC 28474 submitted 8/19/2021)

Yes. Material must pass the limits in the section. See Addendum #1. Response date: 08/23/2021

Is the hauling of grindings for CCPR from the grade to the centralized stockpile and CCPR Asphalt from the centralized stockpile back to the grade going to be considered onsite prevailing wage hauling/trucking? (RFC 28477 submitted 8/19/2021)

Yes, the onsite hauling should be prevailing wage. Response date: 08/23/2021

Specification No. 30-7.03C(2)
Section 30-7.03C(2) states that the cold-planing machine must have a 12 foot minimum wide cutter. This equipment specification is typical of a Cold In-Place Recycling project that is recycled using a train set up. As this project is utilizing a centralized plant location instead of a recycling train is it acceptable to utilize mills with a smaller cutter to preform the initial milling of the roadway? Using a 12-foot cutter would make it difficult or impossible to ensure that the entire roadway is milled, considering there will be corners, edges, and detail milling which must be done using smaller mills. Specification No. 30-7.03D(3)
Section 30-7.03D(3) States that RAP shall be crushed and screened to a maximum size of 1" and section 30-7.02D states that RAP must be processed by mechanical means to pass a 1.5" sieve. Can you clarify what the maximum allowable gradation is for this project? (RFC 28479 submitted 8/19/2021)

The maximum allowable gradation is 1". See Addendum #1. Response date: 08/23/2021

Specification No. 30-7.03D(7)
Section 30-7.03D(7) States that cement is to be added into the recycling process at the mill head as a slurry or added directly into the pug mill as a slurry. Section 30-7.01C(6) states that cement may be introduced directly into the pugmill by weight of RAP. Can you please verify that introducing dry Type II/V cement directly into the pugmill by weight of RAP is an acceptable method to introduce the cement into the recycling mixture? Either dry cement or slurry is acceptable. See Addendum #1. Response date: 08/23/2021
