These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.
Questions without answers may be posted here to indicate that we have received them before the deadline, and we intend to respond.

Will the bid date be updated since the bid date listed has already passed? (RFC 2418-3 submitted 12/20/2024)
The bid opening date will be has been corrected to 2025 in an upcoming Addendum 1. Response date: 12/20/2024, revised 1/15/2025

Simpson and Draper is a Caltrans signal, yet is indicated to install DLC for APS. Caltrans does not utilize this Specification. Please advise. (RFC 2418-4 submitted 12/20/2024)

Simpson and Draper is a Caltrans signal and is indicated to install APS at four locations, yet two locations to remain which are non-APS. Please clarify as the two systems cannot co-exist at an intersection. (RFC 2418-5 submitted 12/20/2024)
The City of Kingsburg requested that we do not make changes to the east side of the intersection during phase 2 to avoid working in railroad R/W. Additionally, we have reached out to the distributer and have confirmed that these two systems can exist at the same intersection due to the fact that the buttons are using a three wire system (Caltrans standard). The three wire buttons connect directly to the pedestrian head and not to a central control unit or with one another. Response date: 01/15/2025

Please clarify that the County is going to allow grindings to be placed in cracks that are 3" and less as listed under the proposed sections. (RFC 2418-7 , 2418-7 submitted 12/31/2024)

Bid item #8 is calling for 6 PCMS boards. Will 6 boards will be required for the entire project? If not, please clarify how many working days we will need the PCMS boards for. (RFC 2418-9 submitted 12/31/2024)
The 6 PCMS boards shown on the construction area sheets (sheets 70-72) are to be used for the entire duration of the construction of the project. Any additional PMCS needed on the major intersections as directed by the Resident Engineer will fall under Temporary Traffic Control. Response date: 01/10/2025
Specification No. 12
We do not see any mention of railroad permits in the project documents, how is the contractor supposed to handle traffic within the railroad ROWs at all the intersections? (RFC 2418-10 submitted 1/2/2025)
All construction activities were designed to be executed outside the UPRR Right of Way. Also, all traffic control elements should be located outside the UPRR Right of Way. However, if any encroachment on the UPRR Right of Way is needed, the contractor is responsible for obtaining the necessary and required railroad permits. Response date: 01/10/2025

What is the asphalt weight (LB/CF) that the county is assuming for this project? (RFC 2418-11 submitted 1/6/2025)
The unit weight for the asphalt is 160 LB/CF. Response date: 01/10/2025
Checking to see if a surveyor has been selected for this project, or if you are completing this scope using County Staff? (RFC 2422-12 submitted 1/16/2025)
The County of Fresno will provide construction surveying for the project. Response date: 01/17/2025
Does the County know the costs of the encroachment fees or does the County pay those? (RFC 2418-14 submitted 1/17/2025)
The County will issue a no-fee encroachment permit for this project. Response date: 01/21/2025
