Affordable Housing - Notice of Funding Opportunity - 2025
The Department of Public Works and Planning’s (PWP) Community Development Division (Division), on behalf of the County of Fresno (County), is pleased to announce funding opportunities for the new development or preservation of affordable housing. Restrictions on Project Location apply.
This NOFO is intended to streamline four affordable housing development programs (each with slightly different underlying regulations) to align eligibility criteria, ranking, and release of funds, allowing for a coordinated single application and reservation process.
This information is specific to the Department of Public Works and Planning Community Development Division and is not inclusive of funding administered by other County departments.
Funding is anticipated to be available for affordable housing projects under the following programs:
- Permanent Local Housing Allocation (PLHA)
A State Department of Housing and Community Development (HCD) funding source.
- HOME Investment Partnerships Program (HOME)
A Federal Department of Housing and Urban Development (HUD) funding source.
- HOME Community Housing Development Organization (HOME-CHDO)
A Federal HUD HOME funding source, reserved for County-certified CHDO-eligible projects.
- HOME – American Rescue Plan (HOME-ARP)
A Federal HUD HOME funding source with special requirements and 4 Qualifying Populations.
