Electronic Bidding with Fresno County Public Works and Planning

Electronic bid submission allows for:

  • digitally-signed bids
  • eliminates costs for hand and hired delivery of bid packages
  • provides error checking and alerts to omissions prior to submission
  • easily accommodates last-minute changes and price cuts
  • automates email notifications to alert vendors of solicitation postings and solicitation changes

Our projects are listed on the Bid Express website. Bid openings are broadcast via the web. 

How To Bid Electronically As A Vendor

You must register and review each solicitation you intend to bid electronically on prior to bidding on Bid Express. If you are planning on submitting bids, a user with a manager account for the Bid Express service must change your role within the Bid Express service itself in the Infotech Account Settings.

Bidding on Fresno County Public Works and Planning projects is a FREE service. When setting up your subscription, choose the "Pay as you go" option and no fees should be charged to contractors as Fresno County sponsors their own solicitations.

You do not need a Digital ID to electronically sign for bids with Fresno County Public Works and Planning at this time and electronic signatures are sufficient.

Note: When creating your Bid Express account, the time zone is set to Eastern Time by default and must be changed to Pacific Time to get accurate date and time information on County solicitations.

Bid Bonds

If submitting an electronic bid with a paper bid bond, the bid bond will need to be submitted in advance of the bid opening. If submitting a bid bond electronically, you may use one of the bonding partners listed below or scan and attach a notarized copy to your electronic bid. The original bid bond will be due within five (5) calendar days after the bid opening.
