Owner-Occupied Rehabilitation Program (OORP) Criteria

OORP provides loans to Federally eligible, low-income homeowners to address code deficiencies and minor to moderate repairs critical to the occupants’ health and safety.

What Kind of Repairs Do I Need?

OORP loan program can repair code violations and correct health and safety hazards; HOWEVER, your home must be assessed for deficiencies and ALL deficiencies must be repaired.

Examples:

Attic insulation, caulking Smoke & carbon monoxide detectors
Bathroom or shower grab bars Steps or stairs
Electrical repairs Water heaters
Foundation repairs Weather stripping
Heating and air conditioning units Well repair or replacement
Plumbing repairs Wheelchair ramps
Roof repair or replacement Broken windows or doors

Does My Home Qualify?

To be eligible for OORP, you must meet the following criteria:
  1. After your home has been repaired, the value of your home may not exceed $390,000 (effective September 1, 2024).
    This amount changes each year and is current as of September 1, 2024, per Federal regulations.

  2.  You must own and occupy the home needing improvements.

  3. Total loan-to-value ratio, including County assistance, may not exceed 90% of your home's after-rehab value.
    Loan-to-value means the total debt (mortgage and other loans where your home is collateral) divided by the appraised value of your home

  4. You may not have filed bankruptcy in the last 2 years.

  5. You must be current on all Property Tax payments.

  6. Your household annual income cannot exceed the income limits described on the Housing Development page.

  7. Your home must be located in an eligible area of the County of Fresno, as described on the Housing Development page.

  8. If you currently carry a mortgage on the home, the amount of debt (existing plus the estimated cost of repairs) on the property may not exceed 85% of the home’s value.

  9. You may not have any open debt collections.

  10. All household members must be U.S. citizens or qualified, lawful permanent residents.
