Item 2 - Unclassified Conditional Use Permit No. 3678 - Cell Tower/Facility - Sarah King

Allow the development of a of a 40’ x 40 area that includes a 140’ tall lattice tower, an 8’ x 8’ walk in closet, and an emergency backup generator.  Located on the east side of S. Anchor Avenue, approximately1,400 feet north of Adams Avenue, near the City of Orange Cove. 

Item 3 -  Conditional Use Permit No. 3626 - Asphalt Concrete Crushing Facility - John Emmett

Allow a solid waste processing facility consisting of an asphalt and concrete crushing operation that will produce recycled baserock, and store materials onsite.  Located on the north side of East Kings Canyon Road approximately 1,980 feet west of North Del Rey Avenue.

Item 4 - Variance Application No. 4090 - Reduced Parcel Size - Jeanna Chilingerian

Allow the creation of creation of a 5.21-acre parcel from two existing 32.17 & 3.25-acre parcels in the AE-20 Zone District.  Located on the east side of South McCall Avenue, 1,290 feet north of East Dinuba Avenue, north of the City of Selma.

Item 5 - Director Review and Approval No. 4616 - Second Permanent Residence - Reyna Reyes 

Allow construction of a 1,396 square-foot conventional home as a permanent second residence with the existing 1,740 square-foot conventional home to remain as the primary residence on a 0.78- acre parcel in the R-1-B(nb).  Located  on the north side of East Fairmont Avenue, approximately 400 feet east of its nearest intersection with North Wishon Avenue, 

  • This item was continued from the September 10, 2020 Meeting.  The applicant has requested that the item be continued to an unspecified future date.  New noticing will be provided once the date is scheduled.

Item 6 - Variance No. 4053 - Setback Variance - Brook Ransom Associates

to allow a zero-foot side-yard setback for an existing attached storage
building, and allow increased height for two existing block walls within the required front-yard setback; and allow a decreased side yard  for the residence. The subject parcel is located at the intersection of East Lyell Avenue and South Linda Lane.

  • The applicant has requested that the item be continued to an unspecified future date.  New noticing will be provided once the date is scheduled (Tentatively November 19th).

Item 7 - Unclassified Conditional Use Permits No. 3562, 3563, and 3564; with Environmental Impact Report No. 7257 - Fifth Standard Solar Complex - RWE Solar Development, LLC

To Allow a 150-megawatt (MW) solar photovoltaic (PV) generation facility, an 20-MW solar PV generation facility, and an up to 100-MW energy storage facility and associated infrastructure. The 1,600 acre project site is located on the west side of State Route 269 (Lassen Avenue), between Gale Avenue and Jayne Avenue, south of the City of Huron.

Item 6 - General Plan Amendment No. 563 & Zone Code Text Amendment No. 380 - Residential Densities

Proposes to amend the Agriculture and Land Use Element of the General Plan to increase the residential density for various land use designations that accommodate housing development and to amend the text of the Fresno County Zoning Ordinance to address certain programs of the 5th Cycle Housing Element and other mandated modifications. The proposed amendments are effective countywide.
