The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and the Request for Clarification form (archived).

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

I came across this project on the builders exchange website and wanted to reach out to see if you had a testing and inspections lab on board for this project. Can we provide you a proposal for services for this? (RFC 2327-1 and RFC 2327-2 submitted 2/21/2024)

The contractor will provide their own quality control and other related testing. The County materials lab will be providing in-house quality assurance testing and assisted by on-call consultants when needed. Response date: 02/21/2024

 

Is there a nearby staging location for import/export material? If so, how large of an area is it and where is the location? (RFC 2327-3 submitted 2/27/2024)

The County contacted the property owner located at the southeast corner of Biola Ave and E St. The property owner is willing to cooperate with the contractor to use his site as a staging area. The contractor is responsible for coordinating and obtaining authorization per Section 5-1.20B(4) of the Special Provisions. Any potential fees that may be requested by the owner shall be included in the various items of work and no further compensation will be allowed therefor. IMPORTANT NOTE: The owner is Spanish-speaking only. Response date: 03/08/2024

 

Please verify what manholes are existing and what manholes are proposed. After examining the site it seems that there are 2 manholes that are not existing but are shown as existing on the plans at the intersection of F street and Biola Ave. (RFC 2327-4 submitted 3/5/2024)

The 2 sewer manholes shown as existing at the intersection of F St and Biola Ave will be constructed by a different project. The contract has already been awarded. The contractor should expect that these manholes will be installed by the time the contractor is ready to start this project. The plan sheets pertaining to storm drainage improvements for the other project have been posted as supplemental information. Response date: 03/05/2024

Drawing No. Soil Investigation Report
Please provide us soil investigation report to understand existing soil conditions. (RFC 2327-6 submitted 3/11/2024)

There is no soil report generated for this project. The design engineer determined the soil condition as similar to previous projects done in the vicinity, with R-Values ranging from 57 to 75. Response date: 03/14/2024

 

Sheets 12 and 14 show a left to right cross hatch at Biola and C indicating this cross hatched area as an "Overlay." Please advise if this area will need to be cold planed and what is the thickness? (RFC 2327-7 submitted 3/12/2024)

Pavement Overlay is 0.15’. No cold plane is necessary. FYI, previous improvement at that intersection was left unfinished for the last lift due to the anticipation of our pipeline construction. Response date: 03/14/2024

 

Do we need to consider the F-Street improvement regarding the installation of storm drainpipe and SDMH? If we have to, then the quantity provided in the bid item list regarding 15" diameter RCP pipe and SDMH shall be revised. Please advise. (RFC 2327-8 submitted 3/14/2024)

The Storm Drainage Plan posted on 3/5/2024 will be constructed by others prior to this project, they were uploaded for supplemental information only, it shall not be part of the contract. Response date: 03/14/2024

 

Are there any testing requirements for the RGRCP Storm Drain after it is installed? (RFC 2327-9 submitted 3/14/2024)
