Yes, an additional job site visit has been scheduled for 12/12/2023 at 1:30pm which subcontractors and/or D-B Entity members are welcome to attend. Response date: 11/29/2023

Will the existing acoustical ceiling stay? If not, Can the acoustical panels be re-used since they seem to meet the Fresno County Guidelines? (RFI 23DB02-006 submitted 11/17/2023)

It is the County's design intent that the existing acoustical ceiling tiles and suspension grid be removed and replaced. However, the County would consider retaining the existing ceiling systems as a cost saving measure if it can be shown that retention would not have a significant adverse effect on the final design and construction quality. See Bridging Documents Section 005201 Document 02 - Drawings, sheets A-121 thru A-131. Response date: 11/28/2023

Will the existing insulation stay and does it meet current Title 24 requirements? (RFI 23DB02-007 submitted 11/17/2023)

It is the County's design intent that existing insulation remains where possible. However, it is the responsibility of the D-B Entity to determine the adequacy of any existing building or site components and their compliance with current CA Title 24 requirements. Response date: 11/28/2023

Do the existing exterior finishes stay? (County standards mention metal panel preferences). (RFI 23DB02-008 submitted 11/17/2023)

It is the County's design intent that existing exterior finishes shall remain except where repairs are required to provide a weather-proof building envelope. Any additional exterior changes or improvements would be considered voluntary enhancements. See Bridging Documents Section 005201 Document 02 - Drawings, sheets AD201, AD202, A-201 and A-202. There is exterior brick damage (e.g., holes) exposing the exterior vapor barrier. Please comment on how this should be addressed. (RFI 23DB02-009 submitted 11/17/2023)

It is the County's design intent that damage to the exterior brick veneer be repaired so that it is in 'original' condition and also prevents the damage from reoccurring. Repairs should include all other necessary wall components of the system for a weather-proof building envelope. See Supplemental Info53rmation, Structural Assessment Report dated July 23, 2022 for additional information and recommendations. Response date: 11/28/2023

Will the exterior finishes require painting for the existing concrete, or re-sealing for the existing brick wainscot? (RFI 23DB02-010 submitted 11/17/2023)

It is the County's design intent that exterior building shell work be limited to repairs of existing brick veneer, roof replacement, and the repair of any other exterior components necessary for a weather-proof building envelope. Exterior improvements such as painting and sealing would be considered voluntary enhancements. Response date: 11/28/2023

Does the existing roof need to be replaced? (RFI 23DB02-011 submitted 11/17/2023)

It is the County's design intent that the existing roof be replaced. However, it is the responsibility of the D-B Entity to determine the adequacy of any existing building components that may remain and the necessity of repairing or replacing any existing building components that are damaged or should be removed. Response date: 11/28/2023

Do the existing interior walls require sound mitigation? Can a sound wall plan be provided indicating the STC ratings and room locations provided? (RFI 23DB02-012 submitted 11/17/2023)

It is the County's design intent that typical interior walls should have 45-49 STC. However, it is the responsibility of the D-B Entity to coordinate with the County during design to determine areas that may be more acoustically sensitive and to recommend additional sound transmission mitigation strategies as needed. Will fire walls be required (e.g., treatment rooms)? (RFI 23DB02-013 submitted 11/17/2023)

It is the responsibility of the D-B Entity to perform a Code Analysis to determine if fire-rated walls are required based on building occupancies and use groups. Response date: 11/28/2023

Does the current building code use match the proposed? (RFI 23DB02-014 submitted 11/17/2023)

It is the responsibility of the D-B Entity to perform a Code Analysis to confirm the building complies with the latest CA Title 24 requirements. Response date: 11/28/2023

Can you provide a specification for the interior operable partitions? (RFI 23DB02-015 submitted 11/17/2023)

It is the County's design intent that interior operable partitions be an overhead supported, manually operated, and panelized system. However, it is the responsibility of the D-B Entity to propose interior operable partitions based on typical STC requirements as noted elsewhere. Response date: 11/28/2023

Can you provide low voltage requirements (e.g., data/com, security systems, video surveillance, Audio/Visual, access control, nurse call, sound masking system etc.) (RFI 23DB02-016 submitted 11/17/2023)

Low voltage systems design and installation are not part of this contract. The County will be responsible for low voltage systems design and installation. However, it is the responsibility of the D-B Entity to coordinate with the County or County Contractors as needed to provide power supplies, cutouts, pathways, conduits, etc. during construction. Response date: 11/28/2023

Will the existing air ducting stay? (RFI 23DB02-017 submitted 11/17/2023)

It is the County's design intent that existing air handlers, ductwork, and VAV boxes be removed and replaced. However, it is the responsibility of the D-B Entity to determine the adequacy of any existing building components that may remain and the necessity of repairing or replacing any existing building components that are damaged or should be removed. See Supplemental Information, Recommended Upgrades to the Mechanical and Plumbing Systems, dated April 21, 2022. Response date: 11/28/2023

Will window covering be required? If so, can you provide specifications Se& locations. (RFI 23DB02-018 submitted 11/17/2023)

Window coverings are not required as part of the base proposal. Response date: 11/28/2023

Will the fire sprinkler heads need to be centered in the acoustic tiles? Do they need to be concealed type? (RFI 23DB02-019 submitted 11/17/2023)

The D-B Entity shall make every effort to normalize the placement of fire sprinkler heads in aesthetically appropriate locations (e.g. centered in acoustic ceiling tiles, evenly spaced in soffits, etc.). Unless noted otherwise, fire sprinkler heads need not be concealed type. Response date: 11/28/2023

Does the access floor need to be removed or will it stay? If staying, can the proposed flooring be applied to the existing floor finish? What rooms (e.g., Record Room) will need to have the access floor removed and replaced with a concrete slab? (RFI 23DB02-020 submitted 11/17/2023)

It is the County's design intent that the existing access flooring remain. However, it is the responsibility of the D-B Entity to determine the adequacy of any existing building components that may remain and the necessity of repairing or replacing any existing building components that are damaged or should be removed. A potential area requiring the removal of existing access flooring and replacement with a concrete slab includes but is not limited to the Records Open Office [451]. Will the daycare facility be licensed? (RFI 23DB02-025 submitted 11/30/2023)

Yes. Additionally, Child Daycare services will by provided by an outside Vendor. Response date: 12/01/2023

Do we have information on the existing AT&T Easements? What is their purpose? (RFI 23DB02-026 submitted 12/01/2023)

Extent of AT&T easements are indicated on the Bridging Document Section 005201-02 Drawings, sheet AS102. Easements include rooms that contain currently active AT&T telecommunications equipment and underfloor pathways between these rooms. It will be the D-B Entities responsibility to protect AT&T items within these easements during construction. Additionally, improvements to AT&T spaces are not included in the current Scope and access to easement rooms should be restricted during construction except as necessary to complete the project. Is the sewer operational and has it been scoped? (RFI 23DB02-027 submitted 12/01/2023)

Yes, it has been scoped. The sewer system appears to have a drainage slope issue between the building and the City connection; however, it will be the D-B Entity’s responsibility to confirm this and other existing building systems functionality. The external sewer line has been scoped from the building to the City connection. Scope video files are available in Bid Express. Revised response date: 12/15/2023

Section 3.03 of the RFP states that proposals must be made without any conditions/alterations or exceptions. The plans as provided by the County cannot be completed for $19,100,000. Will the County please clarify whether it will accept proposals which provide the maximum possible utilization of the space for a price not to exceed $19,100,000.00? In the alternative, I would ask that the County clarify that proposals will not be rejected out of hand for failing to come in at a number NTE $19,100,000. (RFI 23DB02-028 submitted 12/8/2023)

Per Article 1.02.E. of the RFP, "Any Proposal that does not result in a Design-Build Project for a price less than or equal to the Stipulated Sum (of $19,100,000) shall be considered non-responsive and shall be disqualified. The County therefore recommends that any D-B Entity that is unable or unwilling to do so should withdraw from the Proposal competition."
However, Article 3.05.B. Factor 3. Base Project Pricing, indicates that the County will accept proposals that do not exceed the Stipulated Sum of $19,100,000 when utilizing Deductive Items. Deductive items are at the discretion of the D-B Entity but will be rated "based on best value related to the nature, extent, and quality of the proposed deduction(s)." Response date: 12/28/2023

The County has stated that the project completion date of April 18, 2025 is immovable and must be met. Failure to deliver by this date will result in liquidated damages. Will the County please provide the daily amount of the LDs for failure to meet this date? (RFI 23DB02-029 submitted 12/8/2023)

Liquidated Damages is $3,000 per day. Response date: 12/28/2023

The RFP makes reference to the General Provisions which will be an integral part of this project. What is the anticipated date that the County believes it will release the General Provisions together with the County’s form of contract for this project? (RFI 23DB02-030 submitted 12/8/2023)

 

Please clarify if the April 18, 2025 project completion date is the date of issuance of a “safe to staff and stock” or a “project final.” In other words is April 18, 2025 the date by which the building must be delivered so that the County will begin to install it’s FF&E or is it the date when the building will be opened for use by the public? Project completion date as listed in the RFP should be interpreted as "safe to staff and stock". Response date: 12/18/2023

Can the Job walk sign-up sheet be provided? (RFI 23DB02-032 submitted 12/14/2023)

Yes, the first and second site visit sign-in sheets have been made available n Bid Express under Supplemental Information. Response date: 12/18/2023

EV parking chargers infrastructure will be required per current building codes. We will assume that the infrastructure will have to be included in our proposal and the County of Fresno provide the EV equipment? Will this suffice? (RFI 23DB02-033 submitted 12/14/2023)

It is the responsibility of the D-B Entity to provide, repair or retain all site and building components that are required by Code as part of the Scope of this project. If EV Charging infrastructure is required by Code, it is within the Scope of this project. All other EV Charging components not required by Code are not part of this project. Response date: 12/18/2023

Can a current flow test and water pressure be provided for the existing facility (to see if a fire pump is required)? (RFI 23DB02-034 submitted 12/14/2023)

County confirms there is a fire pump already present for the sprinkler system. However, It is the responsibility of the D-B Entity to verify that current building systems and components comply with current codes and ordinances as required. Response date: 12/26/2023

It is required that the cracked exterior brick siding at all the top-of-wall corners (i.e., at the soldier course) and should be replaced or repaired. For bidding purposes, can we propose a 4 foot length in either direction from the corner be removed and replaced (including the vapor barrier to be tied into the existing) at all exterior building corners to prevent future water intrusion. Will this be acceptable? (RFI 23DB02-035 submitted 12/14/2023)

It is the responsibility of the D-B Entity to propose and provide exterior brick repairs that are weatherproof, prevent brick damage from reoccurring, and are visually similar to the adjacent remaining brick. Any solution that satisfies these criteria would be acceptable. Response date: 12/18/2023

We are assuming that the exterior walks in the handicap path of travel will need to be removed and re-installed to meet handicap codes? Will standard grey concrete suffice for the finish (i.e., not including inset brick pavers as is existing)? (RFI 23DB02-036 submitted 12/14/2023)

It is the County’s design intent that existing exterior brick and concrete flatwork designs remain to the greatest extent possible. While replacement of brick pavers with standard grey concrete is acceptable where needed to meet Accessibility requirements, proposals that include design solutions that incorporate existing brick patterns and geometries is preferred. Response date: 12/18/2023

Many floor outlets and other smaller holes exist in the access floor panels. They will be filled in and/or patched to receive the proposed flooring (i.e., new panels will not be included). Is this acceptable? (RFI 23DB02-037 submitted 12/14/2023)

It is the County’s design intent that the existing access floor panels remain wherever feasible. Existing holes in panels may be patched and covered with proposed flooring as long as there are not obvious indications that panels have been patched upon completion. Response date: 12/18/2023

Will the abandonment in place of the existing electrical lines (not counting the AT&T easement) below the access floor be acceptable? (RFI 23DB02-038 submitted 12/14/2023)

Removal of abandoned electrical lines is preferred. However, abandonment in place is acceptable unless it is readily foreseeable that leaving abandoned existing electrical lines will create maintenance or renovation difficulties in the future. Response date: 12/18/2023

We are assuming that the AT&T electrical system in the AT&T easement is still in use and not abandoned. Is that correct? (RFI 23DB02-039 submitted 12/14/2023)

See response to RFI 23DB02-026 submitted 12/01/2023. However, even if equipment, conduits, wiring, etc. within the established easements appear to be nonfunctional, it is the D-B Entity’s responsibility to maintain and protect these areas. The County Architect expects that coordination with AT&T will be necessary during the design and construction of this project. Additionally, there is a piece of AT&T equipment in room UTIL [890] of the Design Drawings that is not clearly identified as in AT&T easements but that also must remain and be protected. Response date: 12/18/2023

Regarding the access floor system, will the cost of an inspection and proper maintenance need to be included in the proposal or will the County of Fresno carry this cost? (RFI 23DB02-40 submitted 12/14/2023)

Clarification needed re: "proper maintenance". However, it is the responsibility of the D-B Entity to determine the suitability of retaining the existing access floor. Any costs associated with inspections, calculations, repairs and/or upgrades should be included in the proposal. Response date: 12/26/2023

We will need to determine if the proposed wall load can be supported by the existing access floor system. Can the as-built structural drawings and calcs be provided? (RFI 23DB02-041 submitted 12/14/2023)

The County Architect is unaware of existing as-built structural drawings or calcs for the access floor. As such, they cannot be provided. It is the responsibility of the D-B Entity to determine the adequacy of any existing building components with current CA Title 24 requirements. Response date: 12/18/2023

Work Station Partitions /Cubical Walls (designated as W01 thru W04, X01 thru X02) are shown on the proposed plans and scheduled on sheet A801. Are these to be included in the proposal or are they County Furnished and County Installed? (RFI 23DB02-042 submitted 12/14/2023)

All modular workstations, furniture and equipment listed on sheet A801 and shown on sheets A802 thru A806 are for information only, are not part of this project, and will be procured and installed by the County under a separate contract. Response date: 12/18/2023

Regarding the above Station Partitions/Cubical Walls, what are the power requirements for the low voltage systems in the work stations & how are the work stations fed (e.g., power poles, under slab or wall junction box)? (RFI 23DB02-043 submitted 12/14/2023)

See response to RFI 23DB02-016 submitted 11/17/2023. Power feeds to future workstations should be from a wall or floor junction box. Power poles should be avoided. Response date: 12/18/2023

Is there any sound masking (i.e., system) requirements for these areas? (RFI 23DB02-044 submitted 12/14/2023)

See response to RFI 23DB02-016 submitted 11/17/2023. Yes. However, the design and installation of the sound masking system, like other low voltage systems, is not part of this contract. Response date: 12/19/2023

What are the power requirements for Owner supplied Low Voltage systems, Tele/Data, A/V, etc.?(RFI 23DB02-045 submitted 12/14/2023)

See response to RFI 23DB02-016 submitted 11/17/2023. It is the D-B Entity's responsibility to determine power requirements for low voltage systems during design. Response date: 12/18/2023

Do any Tele/Med & Treatments rooms require additional power beyond one receptacle per wall and 2 data outlets? (RFI 23DB02-046 submitted 12/14/2023)

No, there are no additional power or data requirements for these rooms. Response date: 12/18/2023

Are the AT&T easement areas to be air conditioned from the main building AC units or be conditioned individually? (RFI 23DB02-047 submitted 12/14/2023)

It is not necessary that HVAC systems for easement rooms be separate from the main building HVAC. However, it is the responsibility of the D-B entity to propose HVAC systems, combined or separated, that are cost effective, comfortable, and easily maintainable. Response date: 12/26/2023

Please provide specs for transaction windows. (RFI 23DB02-048 submitted 12/14/2023)

It is the responsibility of the D-B Entity to identify and verify project specifications during the design process. However, preliminary specifications for the transaction windows include standard aluminum frames with single tempered glazing and voice transmission slot. Additional requirements, such as ballistic ratings, are not anticipated. Response date: 12/18/2023

What are the finish requirements for the tele-data rooms? Will painted plywood suffice? (RFI 23DB02-049 submitted 12/14/2023)

County standard for IT rooms include painted 5/8” type X gypsum board over 3/4” fire rated plywood over framing at walls, static dissipative tile over copper grounding system over subfloor, and 5/8” type X gypsum board ceiling or gasketed T-bar suspension system with solid vinyl covered gypsum board ceiling tiles. Response date: 12/26/2023

What are the requirements for signage other than code minimum? (RFI 23DB02-050 submitted 12/14/2023)

Additional signage, other than that required by code, is outside the Scope of this project. Response date: 12/18/20233

Are all the Recommendations & Observations provided by County of Fresno to be included in our proposal as stated or are they flexible as long as local building codes & building repairs are met? (RFI 23DB02-051 submitted 12/14/2023)

Surveys conducted prior to this RFP are provided for information only. Observations should be verified, and recommendations are not required unless also required by current Scope or local building codes. Response date: 12/18/2023

After reviewing the LEG mechanical Observations & Clarifications documents we have the following questions/comments: Office building of this size typically are between 250 - 275 square feet per ton, which would equal between 456 tons & 415 tons. Basically, due to the very high OSA (outside air) requirements. Will this suffice? (RFI 23DB02-052 submitted 12/14/2023)

It is the responsibility of the D-B Entity to propose code compliant functional systems that will ensure the safety and comfort of County employees. Any prior observations or recommendations are for information only. Response date: 12/18/2023

What are the requirements for the existing Generator? For example, shall the existing AT&T system in the easement be powered by the generator? (RFI 23DB02-053 submitted 12/14/2023)

It is the County Architect’s understanding that the existing Emergency Generator is solely dedicated to powering AT&T equipment in the event of a power outage. As such, the existing Emergency Generator is the responsibility of AT&T and is not part of this project scope. Correction: It is the County Architect's understanding that the existing Emergency Generator is primarily dedicated to T-Mobile equipment located on the existing cell tower and in the existing secure parking area; Emergency Generator connection to the building, if any, is incidental and is not part of this project. Revised response date: 01/08/2024

Due to the delay in the RFP date, will the completion date also change? 2 months for approvals are lost with the NTP not being issued until 4/2/23. (RFI 23DB02-054 submitted 12/14/2023)

It is the County’s intent to maintain the current completion date listed. The County Architect will attempt to expedite all County functions in the process. However, any proposal should clearly indicate if this is unrealistic according to the D-B Entity’s best professional judgment. Response date: 12/18/2023

Can specifications be provided, by Bob Bloyed with Fresno County ITSD, for the power & cooling requirements for each MDF/IDF? (RFI 23DB02-055 submitted 12/14/2023)

It will be the D-B Entity's responsibility to coordinate power and HVAC requirements of IT spaces with the County during the design phase of the project. Response date: 12/26/2023

What rooms get AV and what are the AV requirements? (RFI 23DB02-056 submitted 12/14/2023)

Audio-Visual (AV) locations should be verified during the design process but are currently limited to Lobbies, Break Rooms, Conference Rooms, and TeleMed Rooms. There are no additional AV requirements in the current Scope beyond typical power and data requirements for the types of rooms noted above. Response date: 12/18/2023

The main electrical room is shown in an easement area. Will modifications be allowed on the existing electrical gear? (RFI 23DB02-057 submitted 12/14/2023)

Yes. All building systems, including electrical, are subject to modification as needed for County occupancy. While easements are established for AT&T equipment and access, building renovation is allowed within established easements areas as long as existing AT&T equipment and components are protected and preserved. Response date: 12/26/2023

What portions of the main electrical gear or panelboards will be required to remain active through construction? (RFI 23DB02-058 submitted 12/14/2023)

The County Architect expects that coordination with AT&T will be necessary during the design and construction of this project. However, it is the County Architect's understanding that electrical service for AT&T equipment should remain active throughout construction. It is the responsibility of the D-B entity during design to determine which building systems support AT&T equipment and service. Response date: 12/26/2023

The electrical observation/recommendations report states "existing exterior lighting system does NOT provide a level of lighting that provides adequate security for ingress/egress of the building securely". Will upgrade of lighting be required for adequate security? If so, what is the minimum average lighting level required? (For clarification, this question is regarding owner requirements for site lighting. Modifications for code required emergency egress lighting levels will be included in our DB scope.) (RFI 23DB02-059 submitted 12/14/2023)

Exterior and site lighting for this project is limited to that which is required by code. All other exterior and site lighting improvements not required by Code are outside the scope of this project. Response date: 12/18/2023

Will any of the treatment rooms be used in a manner that would require them to comply with OSHPD/HCAI? If so, which areas and what levels of OSHPD/HCAI? (RFI 23DB02-60 submitted 12/14/2023)

This facility will be for general staffing and outpatient mental health services only. OSHPD/HCAI standards for the construction of hospitals, skilled nursing facilities, licensed clinics and correctional treatment centers do not apply. Correction: This facility is intended for general staffing and outpatient mental health services only and should be subject to CBC Section 1226 [OSHPD 3] Clinics, particularly section 1226.12 Psychology Clinics. The D-B Entity should verify and/or confirm this and any additional code requirements during Design. Revised response date: 12/29/2023

Follow-up to RFI 23DB-02-16: Please provide what low voltage systems will be designed and installed by County as well as basis of design in order to estimate power, pathways, and rough-in requirements. (RFI 23DB02-061 submitted 12/14/2023)

See Bridging Document 01 – Fresno County Design Guidelines, Part 5. County-provided low voltage systems will include data, public address, and security systems typical of a general-purpose public access County building; this building will not be classified as a secure facility but will have typical security with door access controls between public lobbies and client service areas and between Suite areas (e.g. controlled access between Adult Services and Child Services and Staff Suite). A sound masking system will also be required throughout due to an elevated need for confidentiality. Response date: 12/26/2023

Will the County continue to pay for the security fence, or will continuance of the rented fence this be included in the proposal? (RFI 23DB02-062 submitted 12/14/2023)

Security fencing should be included in the proposal as the County intends to transfer responsibility for security fencing to the D-B Entity. Response date: 12/26/2023

If new HVAC system is proposed, can the existing roof units be abandoned in place? (RFI 23DB02-063 submitted 12/14/2023)

No. Existing roof units to be replaced should be removed. Response date: 12/18/2023

Can a completed Door Schedule be provided? (RFI 23DB02-064 submitted 12/14/2023)

Main switchboard is feeding the telephone antenna at the north secure parking lot. The electrical bill is currently part of the building electrical bill. Will a separate service be required to remove this cell tower electrical load from this building? (RFI 23DB02-073 submitted 12/28/2023)

The County owns and leases out the existing cell tower currently located in the north secure parking area; the tower does not need separate electrical service. It is the County Architect’s understanding that electrical billing is/will be prorated between the County and the entity leasing the cell tower (currently T-Mobile).
However, as noted elsewhere, the building interior currently houses AT&T fiber hub equipment in the established easements and planned utility rooms. It is the County’s request that a separate electrical service and meter be provided to the AT&T equipment located in these interior easements and rooms. This separation should allow power outages to the building (planned or otherwise) to keep AT&T equipment unaffected. Emergency power to AT&T equipment on a separate service, if necessary, will need to be determined, and any interruptions to AT&T equipment during transition to a separate service will need to be coordinated with AT&T. Additionally, while a new emergency generator for County building power is not within the scope of this project, the building electrical system should be designed and installed to allow for a portable emergency generator to be brought in, connected and used on short notice for extended building power outages.
Addendum: It is the County Architect's understanding that any modifications to existing utilities serving AT&T easements that need to be separately metered and billed will be at the expense of AT&T. Revised response date: 01/08/2024
