Community Development Grants

 Community Development Block Grant (CDBG) Program provides grants to neighborhood groups, public service districts and other organizations to construct or improve public neighborhood facilities such as senior centers, parks, playgrounds, community center, and recreation buildings in low- and moderate-income neighborhoods and communities in unincorporated Fresno County.

 

2025-2026 Action Plan - Substantial Amendment

The Substantial Amendment to the County of Fresno’s 2025-2026 Annual Action Plan is available for public review and comment.

The County of Fresno’s 2025-26 Annual Action Plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) programs was approved by the Fresno County Board of Supervisors as part of its 2025-29 Consolidated Plan on August 5, 2025. A substantial amendment to the 2025-26 Annual Action Plan is necessary to:

  1. Revise funding levels and outcomes for the Public Facility & Infrastructure (Unincorporated) and CDBG Housing Rehabilitation projects
  2. Add three projects to the FY 2025-26 Unincorporated Area Public Facility and Infrastructure Improvement Projects Funding Order
    • Fire Station 94 Water Tender
    • Del Rey Water Valve Improvements
    • Tranquillity Sewer System Improvements
  3. Add three projects to the FY 2025-26 City Activities list and revise existing funding levels
    • Kerman Solar Streetlights
    • Orange Cove Park Blvd Street Resurfacing
    • Sanger JFK Park Trail Lighting Improvements

The County of Fresno Board of Supervisors will consider the proposed substantial amendment at its meeting on March 17, 2026, at 9:30 a.m., in the Board Room of the Board of Supervisors, Room 301, on the third floor of the Hall of Records, 2281 Tulare Street, Fresno, CA.

Public comments will be accepted by the County through March 17, 2026.

 

      

Public Facilities & Infrastructure Improvements

Provides grants for public infrastructure improvements such as sewer, water, drainage, streets, curbs and sidewalks in low- and moderate-income neighborhoods and communities in unincorporated Fresno County and participating cities in the CDBG Urban County.

Partner Cities Grants

Provides grants to the following partner cities to improve the quality of life in city low- and moderate-income neighborhoods.

 Reedley
 Kingsburg
 Sanger
 Mendota
Selma

Public Services Grants

Provides grants to the Sheriff and to non-profit community-based social service agencies to provide eligible public services to low- and moderate-income residents of unincorporated Fresno County.

CAPER

A Consolidated Annual Performance and Evaluation Report (CAPER) is required annually to provide information on the County's use of Federal funds received from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs, as well as supplemental CDBG funding under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), and resulting outcomes and progress toward meeting goals identified in the County's Strategic Plan and Annual Action Plans. This CAPER reports on the use of funds and resulting outcomes for the 2023-2024 Action Plan.
