Item 2 - UNCLASSIFIED CONDITIONAL USE PERMITS NO. 3779 and INTIAL STUDY NO. 8521 filed by VALERI SAHAKYAN proposing to allow the conversion of an existing Single-Family Residence to an 15-bed residential care facility with a total of 6 employees and two visitors per day on a 2.16-acre parcel in the AE-20 (Exclusive Agricultural 20-acre minimum parcel size) Zone District. The subject parcel is located on the east side of N. De Wolf Ave, approximately 332 feet south from the intersection with E. Bullard Ave, northernly contiguous to the city limits of the City of Clovis (APN: 554-030-02) (5820 N. De Wolf Ave.) (Sup. Dist. 5).

POSTPONED Item 3 - UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NOS. 3800, 3801, and INITIAL STUDY NO. 8579 filed MIDWAY BESS, LLC AND PANOCHE BESS, LLC proposing to allow the construction and operation of two battery energy storage system (BESS) facilities; the Panoche BESS Project, located on approximately 3.5-acres; and the Midway BESS Project, located on an approximately 5.5-acres of a 24.7-acre lease area portion of a 91.33-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The project site is located south side of W. Panoche Road, approximately three quarter-miles southwest of its intersection with S. Fairfax Avenue, and approximately twelve miles southwest of the City of Mendota (APN: 027-060-91S) (13627 W. Panoche Road) (Sup. Dist. 1).

POSTPONED Item 4 - AMENDMENT APPLICATION NO. 3842, CLASSIFIED CONDITIONAL USER PERMIT APPLICATION NO. 3682 and INITIAL STUDY NO. 7879 filed by ANGELO AND BEATRICE PAOLUCCI proposing to allow the rezone of a 3.46-acre, 0.5-acre parcel and a 19.65- acre parcel identified by APNs: 316-071-36, 38 & 75 respectively totaling 23.6 acres from the existing AL-20 (Limited Agricultural; 20-acre minimum parcel size) Zone District to the M-3 (c) (Heavy Industrial, Conditional) Zone District to allow limited industrial uses as requested by the applicant; allow the expansion of an existing inorganic fertilizer manufacturing facility on a 4.12-acre parcel identified by APN 316-071-37 onto the subject 3.46-acre parcel and a 0.5-acre parcel not including 19.65-acre parcel for rezone; and allow a caretaker residence on a 19.65-acre parcel. The subject parcels are located on the northwest corner of S. Peach and E. North Avenues approximately 2,704 feet southeast of the nearest city limits of the City of Fresno (APNs: 316-071-36, 37,38, 75) (2976 S. Peach Avenue) (Sup. Dist. 4).
