These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Please provide the technical specifications for this project. (RFC 5S06-2 submitted 09/26/2025)

The approved plans are the entire Construction Documents other than the Project Manual. There are no Project Specifications. Response date: 09/30/2025


What are the working hours to access the job site? (RFC 5S06-3 submitted 09/30/2025)

General working hours are 7:00 AM - 4:00 PM. Hours are subject to change at anytime if advised by jail staff. Response date: 10/02/2025


What voltage levels are available within the job site? (RFC 5S06-4 submitted 09/30/2025)

120/208V 3-Phase electrical services is the upper limit of what will be made available on the 3rd, 4th, 5th, and 6th floors. This should be factored into your bid. Response date: 10/02/2025


Where will the staging area be? (RFC 5S06-5 submitted 09/30/2025)

Some equipment may be locked in cells overnight. The locked gated laydown area, located next to the building’s westside parking lot, may be used for construction materials only and staging items overnight would be with case-by-case approval. Vehicles are not allowed to remain in the laydown area. Response date: 10/02/2025


Are there free parking spots on site or should we factor in the parking meter fees into the bid? (RFC 5S06-6 submitted 09/30/2025)

Due to the site being located in Fresno Downtown with limited parking, parking meter fees shall be factored into the bid. Response date: 10/13/2025


Is there an Asbestos and Lead Testing Report available? (RFC 5S06-7 submitted 09/30/2025)

Yes, this is provided on the project website under Supplemental Information. Response date: 10/02/2025


Will this project be performed in phases? (RFC 5S06-8 submitted 09/30/2025)

Each pod will be completed with a transition to the next. The work will proceed in the following sequence: Floor 3 Pod E, F Floor 4 Pod A, B, E, F Floor 5 Pod A, B, E, F Floor 6 Pod A, B, E, F There will be no interaction with the inmates as they will be relocated to different pods and not present in the pod during renovation. Can you provide the freight elevator weight limit?(RFC 5S06-9 submitted 09/30/2025)

See the Main Jail As-Built 1986 plans sheets A-2.1, A-4.1.3, A-4.2.3, A-4.4, S-2B.1, S-2.1 for provided construction material dimensions under Supplemental Information. Response date: 10/02/2025


Can we buy materials up front, i.e. front-loading, or will the payments be done in phases? (RFC 5S06-10 submitted 09/30/2025)

Contractors may purchase materials once the contract has been awarded. Contractors should anticipate external storage due to limited space on site if needed. Capital Projects will require an inventory list and visual inspection prior to approving the Pay Application if materials are front-loaded. Response date: 10/13/2025


Will we be able to use a roll off bin for hauling? (RFC 5S06-11 submitted 09/30/2025)

Do you have a bid bond form for this project? (RFC 5S06-12 submitted 10/10/2025)

No, the County does not have a bid bond form for this project. You may use your bonding company’s form. Response date: 10/15/2025


May I please have the value of the building that is getting the accessibility upgrades, so I may get a builder risk quote that covers the entire structure as per the specs under section 1.15? (RFC 5S06-13 submitted 10/13/2025)

The contract is for remodeling and alterations so the policy should cover the value of the contract. Section 1.15 of the Instruction to Bidders states “The Contractor shall obtain and maintain in force Builder’s Risk Insurance against loss or damage from all perils. The policy shall cover the entire structure on which the work of this contract is to be done, up to the full insurable value thereof (except that if the contract is for remodeling, alteration, repair, or maintenance, then the policy shall cover the value of the contract therefore), including items of labor and materials connected therewith on the site, materials in place or to be used as part of the permanent construction including materials stored and partially paid for by the County as provided in Division 00-General Conditions, surplus materials, shanties, protective fences, bridges, or temporary structures, miscellaneous materials and supplies incident to the work , and such scaffolding, stagings, towers, forms and equipment as are not owned or rented by the Contractor, the cost of which is included in the cost of the work.” Response date: 10/15/2025
