Housing Assistance Rehabilitation Program (HARP) Criteria

HARP provides loans to eligible homeowner families for moderate to substantial home rehabilitation and/or reconstruction projects. Loan funds are designed to address housing code deficiencies.

 

What Kind of Repairs Do I Need?

HARP loan program can repair code violations and correct health and safety hazards; HOWEVER, your home must be assessed for deficiencies and ALL deficiencies must be repaired.

Examples:

Attic insulation, caulking

Smoke detectors

Bathroom or shower grab bars

Steps or stairs

Electrical repairs

Water heaters

Foundation repairs

Weather stripping

Heating and air conditioning units

Well repair or replacement

 Plumbing repairs

Wheelchair ramps

Roofs

Windows and doors

Does My Home Qualify?

To be eligible for HARP, you must meet the following criteria:
  1. After your home has been repaired, the value of your home may not exceed $364,000. 

  2. You must own and occupy the home needing improvements.

  3. You may not have filed bankruptcy in the last 2 years.

  4. You must be current on all Property Tax payments.

  5. Your household annual income cannot exceed the income limits described below.

  6. Your home must be located in an eligible area of the County of Fresno, as described below.

The annual income of all adults in your household may not exceed the limits listed in the following table (effective June 15, 2023):
