Item 2 - INITIAL STUDY NO. 8631 and UNCLASSIFIED CONDITIONAL USE PERMIT NO. 3813 filed by DANNY SOZINHO proposing to allow a solid waste processing facility, consisting of four (4) Biofiltro wastewater processing beds, one (1) lift station, one (1) mechanical separator, one (1) weeping wall, and one (1) concrete wall to split an existing settling cell into two cells on the southern and eastern portions of an 159.68-acre parcel for an existing pre- October 23, 2007 dairy located within the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The subject parcel is located on the southwest corner of east Elkhorn Ave. and south Highland Ave., approximately 3.7-miles from the City limits of the City of Kingsburg (APN: 056-031-35s) (8486 E. Elkhorn Avenue) (Sup. Dist. 4).

Item 3 - UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3823 filed by TORO ENERGY OF CALIFORNIA AA, LLC proposing to amend Unclassified Conditional Use Permit No. 3762 which authorized the construction and operation of a landfill gas conditioning system (LFGCS), on an approximately two-acre portion of a 39.55 acre parcel, with the installation of two 1,980 kW power generators for treating raw landfill gas to a pipeline quality gas and an approximately 8-mile subsurface biomethane feeder pipeline connecting to a PG&E reception point. The current project proposes to increase the landfill gas production capacity from approximately 3,000 Standard Cubic Feet Per Minute (SCFM) to approximately 4,000 (SCFM); add a new blower at the front of the LFGCS; and allow two 2,667 Kilowatt containerized natural gas fueled generators replacing the previously approved 1,980 kilowatt generators, within the AE-20 (Exclusive Agricultural; 20-acre minimum parcel size) Zone District. The landfill site is located on the north side of American Avenue approximately 1,925 feet west of its intersection with Humboldt Avenue and 3.8 miles southwest of the City of Kerman. The Receipt Point facility site is located on the northwest corner of Manning Avenue and State Route 145 (S. Madera Avenue) approximately seven miles south of the City of Kerman (APNs: 020-210-35ST, 030-070-88S) (18950 W. American Ave.) (Sup. Dist. 1).
