Consent Agenda Item 1 - CONDITIONAL USE PERMIT NO. 3738 – FIRST ONE -YEAR TIME EXTENSION filed by H2B2 proposing to grant a first one-year time extension to exercise CUP 3738 which allowed the development and operation of a photovoltaic solar energy generation facility on an approximately 40-acre portion of a 324.66-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The project site is located on the south side of State Route 180 (W. Whitesbridge Avenue) approximately 1.5 miles west of its intersection with S. James road and is approximately 7.4 miles east of the City of Mendota (APN: 015-100-20S) (24387 W. Whitesbridge Road) (Sup. Dist. 1).

Item 2 - THIS ITEM HAS BEEN POSTPONED TO A DATE UNCERTAIN UNCLASSIFIED CONDITIONAL USE PERMIT NO. 3778, VARIANCE APPLICATION NO. 4158, AND INITIAL STUDY NO. 8517 filed by GURJANT SINGH KHOSA proposing to allow the continued operation of an unauthorized special event facility; and grant a Variance to allow the division of the subject 10.39-acre parcel, into two substandard sized parcels, one containing approximately 5.0-acres and the other containing approximately 5.39-acres, with the event facility to be located on the 5.39-acre parcel, within the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The subject parcel is located on the west side of S. Fowler Avenue, approximately 330 feet north of its intersection with E. Manning Avenue, and approximately one-half mile west of the City of Fowler (APN: 345-140-16S) (8853 S. Fowler Ave.) (Sup. Dist. 4).


Item 3 - THIS ITEM HAS BEEN POSTPONED TO A DATE UNCERTAIN VARIANCE APPLICATION NO. 4183 filed by DEBBIE KUMPE to allow the creation of a 3.79-acre parcel, a 16.19-acre parcel, and waive the public road frontage requirements for the resulting parcels from an existing 19.59-acre parcel located in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The subject parcel is located on the north side of Biglione Dr., 4,490.4 feet west of Auberry Rd., approximately 1.18-miles northeast of the City of Fresno (APN: 300-320-14S) (12821 Auberry Rd.) (Sup. Dist. 5).


Item 4 - UNCLASSIFIED CONDITIONAL USE PERMIT NO. 3758 and INITIAL STUDY NO. 8357 filed by AJ BISWAS to allow modification to the existing Northwest Quadrant Interstate 5 and Highway 198 Interchange Commercial Development Master Plan to allow the development of an approximately 6,000 square-foot convenience store, a 5,300 square-foot canopy with fueling stations, onsite parking, and related improvements on a 1.01-acre parcel in the AE-40 (Exclusive Agricultural, 40-acre minimum parcel size) Zone District. The project site is located at the northwest quadrant of Interstate Highway 5 and State Route 198 (Dorris Avenue), approximately eight miles northeast of the nearest city limits of the City of Coalinga (APN:065-260-27S) (Sup. Dist. 4).
