Item 2 - CLASSIFIED CONDITIONAL USE PERMIT NOS. 3789 and 3792 filed by MADISON NOVAK proposing to allow modification of the current project boundaries of CUP Nos. 3789 and 3792 approved by Planning Commission on September 19, 2024, to allow for optimal location of electrical infrastructure within the overall project. The project is located, approximately 3.5 miles west-southwest of the community of Tranquility and 6.5 miles east of Interstate 5 (I-5) and is bordered by W. South Avenue to the south, W. Dinuba Avenue to the north, State Route 33 (S. Derrick Avenue) to the east, and S. San Mateo Avenue to the west (APNs: 028-071-56S and 028-071-57S) (Sup. Dist. 1).

Item 3 - POSTPONED DIRECTOR REVIEW AND APPROVAL NO. 4660 and INITIAL STUDY NO. 8065 filed by PETER MOUA proposing to allow the maintenance and storage of trucks and trailers when such vehicles are devoted exclusively to the transportation of agricultural products, supplies, and equipment, on a 9.25-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The project site is located on the northwest corner of S. Brawley Avenue and W. California Avenue, approximately 2,100 feet south of the City of Fresno (APN: 326-030-54) (713 S. Brawley Ave.) (Sup. Dist. 1).
Item 4 - POSTPONED UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NOS. 3800, 3801 and INITIAL STUDY NO. 8579 filed by JON BOYER proposing to allow the construction and operation of two battery energy storage system (BESS) facilities; the Panoche BESS Project, located on approximately 3.5-acres; and the Midway BESS Project, located on an approximately 5.5-acres of a 24.7-acre lease area portion of a 91.33-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The project site is located south side of W. Panoche Road, approximately three quarter-miles southwest of its intersection with S. Fairfax Avenue, and approximately twelve miles southwest of the City of Mendota (APN: 027-060-91S) (13627 W. Panoche Road) (Sup. Dist. 1).
