Beginning June 1, 2026: New work and community engagement requirements taking effect for some CalFresh recipients

As a result of the H.R.1 (One Big Beautiful Bill Act), new federal rules will be taking effect for Fresno County CalFresh recipients beginning June 1, 2026. These rules will change work requirements for some CalFresh recipients ages 18–64, who do not have a disability and do not have a child under 14.
These new work rules are sometimes referred to as "ABAWD Rules." The term ABAWD is short for Able-Bodied Adult Without Dependents. ABAWDs can only get CalFresh for three months in three years unless working, participating in a training program, or volunteering at least 20 hours each week.
There are circumstances where an ABAWD could be excused from the work requirements. Listed below are just some common examples:

Q: What if I already receive CalFresh benefits? How will this effect me?
A: For current CalFresh recipients, the new requirements will take effect once you complete your upcoming annual renewal. You will be informed of all changes during your interview, and the eligibility worker will be able to explain and determine how they apply to you and your household.
Q: What if I don't currently receive CalFresh benefits, but I'm not sure that I will qualify due to these new rules? What should I do?
A: Complete and submit an application so you can be assessed for eligibility. Once your application is received, you will receive a phone call to schedule your telephone interview with an eligibility worker. During your interview, the eligibility worker will work with you to gather all necessary information needed to process your application and answer your questions.
