DSS understands that participants may need more than just training and job counseling to successfully participate in Welfare to Work. We can help arrange and pay for child care.

Things to Remember

  • Timesheets must be completed in their entirety.  Any missing or incorrect information will cause payments to be delayed.
  • If the TrustLine process has not been completed, payments will be delayed until it is completed and the provider has been cleared. Failure to clear the TrustLine process will result in non-payment.
  • Please make sure any documents uploaded for child care are legible and able to be read. Do not use colored paper.  Please submit documents on white paper only.

Frequently Asked Questions

  • What is required when I am not able to contact the parent to sign the timesheet? You can complete the Child Care Providers - Missing Parent Signature form, ES0257(PDF, 126KB)  or submit a written signed statement which includes documentation of your attempts to contact the parent within the last 7 consecutive days and the last date of contact.
  • Am I able to email the timesheet? Yes, they can be emailed to fresnochildcare@fresnocountyca.gov.
  • What if I lose the timesheet? You can print one from the following link:  CCP 2145(PDF, 274KB)
  • When will I receive my payment? If the timesheet is submitted timely and correctly, payment should be made within 21 days.
  • Who do I contact if my payment is late or I believe it is wrong? Call (559) 600-3710 from Monday-Friday 8:00 a.m. to 5:00 p.m.
  • How do I know the family I’m caring for is eligible to child care to be paid by Fresno County? You and the parent will receive a certificate of approval.

 

CalWORKs Child Care Stage 1

  • Who is eligible? A parent who has a child ages 0 to 12 years old in receipt of cash assistance (CalWORKs) and eligible to Welfare to Work/Cal-Learn.  Children 13 years and older may be eligible to child care if they have a verified special needs. For how long? Families are certified for 12 months once approved for cash assistance (CalWORKs)
  • How do I get my child care paid? Talk to your Job Specialist or Cal-Learn Social Worker or call (559) 600-3710. 
  • I need to reschedule my child care appointment, who may I call? (559) 600-3710 Monday-Friday, 8:00 a.m. to 5:00 p.m.
  • I’m moving to another county, who is responsible to pay my child care? If you stay with the same provider after your move, Fresno County will cover the costs of your child care until the case is transferred to the other county.  If you change providers to one in the county you moved to, that county is required to cover the costs of your child care. Make sure you report your address change to the County.
  • My cash aid is stopping or I am being sanctioned, will my child care also stop? For WTW sanctions, your child care will continue through the end of your approval period.  If your cash aid ends, you maybe eligible to continue receiving child care under Stage 2 eligibility.  If you know you cash assistance is going to end, please contact your Job Specialist or Cal-Learn Social Worker.
  • I haven’t heard if my child care provider was approved.  Who can I contact to find out? Call (559) 600-3710 Monday - Friday, 8:00 a.m. to 5:00 p.m.
  • What do I need to bring for my appointment? Please review the Child Care Handbook page 5 for more information.

CalWORKs Child Care Stage 2/3

  • Stage 2 - This stage serves CalWORKs recipients whose situation has stabilized or families that are transitioning off CalWORKs. Families that receive lump-sum diversion services may receive child care in Stage Two if there is no funding available in Stage Three. Families leave Stage Two when they have been off cash aid for 24 months.

  • Stage 3 - This stage is provided by other subsidized child care programs, including APP's, state preschool programs, child care centers funded by the State, etc. Placement will depend on availability of funding. Once placed in a Stage Three child care slot, the family may continue receiving benefits until they are no longer eligible for subsidized child care (when the family's income is greater than the 70% of the State median income or the children are over age 12).
