Institutional Health List Detention Facilities Environmental Health Specialists conduct annual inspections of detention facilities throughout Fresno County and in the incorporated cities such as city jails, court holding facilities, the downtown main jail, and juvenile hall. These facilities are inspected for compliance with health and safety regulations and the reports are forwarded to the State Board of Corrections. Detention facility complaints are also investigated by the Environmental Health Division. Residential Care Homes Residential care homes, which provide housing for mental health clients, are inspected by the Environmental Health Division prior to opening and on a complaint basis. Operators of these care homes must also seek approval and clearance for opening from various city permitting agencies, fire agencies, and the Fresno County Adult System of Care as necessary.
