Environmental Health staff investigates and resolves complaints regarding unsanitary and unsafe residential buildings and abatement of public nuisance conditions in the unincorporated area of the County. The Environmental Health Division is responsible for the enforcement of Title 15, Chapter 15.32 of the Fresno County Ordinance Code. Some violations and non-conforming conditions may require permits from the Fresno County Department of Public Works and Planning and/or the State of California Housing and Community Development Department, Codes and Standards Division.

Substandard Housing Info Incorporated Cities Substandard housing complaints for locations inside incorporated cities are handled by the individual cities. Lead Childhood Lead Poisoning Prevention Program (CLPPP) staff investigate cases of lead poisoning when blood testing reveals that a child living in Fresno County has an elevated level of lead in their blood. Specially trained and certified Environmental Health staff conduct lead investigations in the child's home to investigate for possible environmental sources of lead such as contaminated soil, lead dust, peeling or chipping leaded paint, home remedies, and leaded pottery. These CLPPP investigations are conducted jointly with Public Health Nursing staff.
